DETAIL DESIGN AND CONSTRUCTION OF CLASS B VESSELS
RFP# 1305M222RNMAN00157
The purpose of this Amendment is as follows:
1. To extend the deadline for inquiries/questions to July 13, 2022 at 3:00 PM Eastern.
2. To extend the RFP closing date to September 16, 2022 at 3:00 PM Eastern.
3. To address questions received from vendors in response to the RFP. Additional questions have been received that have not been addressed in this Amendment. Those questions not addressed in this amendment will be address in the next Amendment.
Question 4
Question 4: Solicitation page 139 paragraph says "Fold-outs with diagrams and tables will be counted as one page and shall not exceed an 8 ½ X 17” sheet of paper." Should this have said
"11 X 17"?
Response 4: The sentence has been updated from "Fold-outs with diagrams and tables will be counted as one page and shall not exceed an 8 ½ X 17” sheet of paper." to “Fold-outs with diagrams and tables will be counted as one page and shall not exceed an 11 X 17” sheet of paper.”
Question 5
Question 5: J-1 Performance Spec 070.f.15 states that 2x van sites are required aft, and 1x van site to accommodate doublestacked vans. Do the 2x aft van locations include the aft double stack van location?
Response 5: Yes. J-1 section 070.f.15 has been updated from “Two (2) van sites shall be located on the Aft working deck. One (1) van site to accommodate double stacked vans shall be located on the Aft working deck.” to “Two (2) van sites shall be located on the Aft working deck, one
(1) of these van sites shall accommodate double stacked vans.”
Question 6
Question 6: With a submission date of 16 August 2022, and a presumed prospective award (not explicitly stated in the offer) date of Sep 2023, this implies a 13 month price validity required in the offer. Given the current volatility of the supply chain, any bid would have to be submitted as a ROM. We request either the award date be specified earlier, and/or the response date delayed later.
Response 6: Per the RFP pricing shall be valid for 365 days from the closing date. The RFP closing date is extended to September 16, 2022 at 3:00 PM Eastern.
Question 7
Question 7: The hull form line drawing provided was conceptual at best. It is clearly not a government provided design, and significant functional design work is required to produce a spec. Is industry expected to produce the full spec that drives the cost estimate in the reply?
Similarly, the PRR exit criteria is much more complex than a commercial build, is that the intent?
Response 7: The J-Attachment(s) indicates areas where modifications are permissible for the hull form. The Offeror is required to use the J-Attachment(s) as part of their functional and detailed design to produce a vessel that meets the requirements of the contract. The cost estimate shall reflect the Contractor’s design based on the requirements of the contract including all J-
Attachments. The Government requires the exit criteria for PRR as stated in Section C of the
RFP.
Question 8
Question 8: The requirements for Single-Source Vendors/Integrators seem a bit disjointed/fractured, somewhat contrary to the traditional idea of a ‘single source’ ‘integrator.’
To have a separate one for each of Propulsion, Bridge-Navigation, and The Crew Served
Launches, as a subset to the Mission Systems, seems to add team complexity that will drive price and schedule. Just the number of specified quarterly meetings will drive cost and schedule. Is this the intent? If so, this again reinforces the request for an extension providing a later bid submission date.
Response 8: Yes it is the Government’s intent to hold these meetings. The RFP closing date is extended to September 16, 2022 at 3:00 PM Eastern.
Question 9
Question 9: The requirement for a Variable Frequency power generation system seems to drive a Direct Current Solution, probably low voltage, possibly to match workforce skillsets and training for the Class A system already in service? Is this explicitly required/desired?
Response 9: Attachment J.1 Statement of Requirements does not require a Variable Frequency power generation system. It is up to the Contractor to determine how to meet the requirements.
Commonality with the system from the Class A Program is not a requirement.
Question 10
Question 10: Is there a proposed delivery schedule? Not just the CLIN 1 and 2 award dates, but a proposed customer delivery schedule presumably based on an assumed production duration?
Or is that up to industry to determine, i.e. we derive the spec, and the cost and schedule form that?
Response 10: The delivery of the base vessels and options are specified in Section F clause “(E)
COMMERCE ACQUISITION REGULATION (CAR 1352.270-70 PERIOD OF
PERFORMANCE (APR 2010)”. Also see Section L, Volume II-Technical Proposal, Factor 2-
Schedule.
Question 11
Question 11: (J2, DI-064-10) Regarding SES EMI Analysis, have any preferred vendors been identified for EMI testing as specified? If a third party is performing EMI Testing, will EMI
Analysis for the SES system fall under their scope of work?
Response 11: The Government has no preferred vendor for EMI testing. The Contractor is responsible for providing the data item as tasked in the Statement of Work. The Contractor may elect to use a subcontractor to meet this requirement.
Question 12
Question 12: (J.4, 4.1a) Regarding the remote display console, is the intent to specify a console to match the rest of the consoles in the Pilot House, or is the intent a desk or countertop with a more traditional keyboard/video/mouse layout?
Response 12: The government's intent is to have a remote display on the Pilot House, whether it’s an independent console or desk mounted is up to the bidders design, available space and console arrangements. If a separate console is provided it shall match the rest of the consoles in the Pilot House.
Question 13
Question 13: (J.4, Table 3-2) The Eppley Lab Pyranomter and Infrared Radiometers are no longer manufactured. Have replacements been identified?
Response 13: The Government acknowledges these two items are no longer manufactured. The
Government will accept a replacement as long as it meets the requirements in Attachment J.5
Equipment Salient Characteristics section 3.40 Pyranometer and 3.41 Infrared Radiometer.
Question 14
Question 14: (J.4, Table 3-2) Hygroflex3 is not suitable for outdoor installation, we have identified HC2A-S3 as a replacement, is it acceptable to replace with HC2A-S3?
Response 14: The Government will accept a replacement as long as it meets the requirements in
Attachment J.5 Equipment Salient Characteristics section 3.39 Humidity Sensing Unit.
Question 15
Question 15: (J.4, Table 3-2) Is it acceptable to have the PTB330 installed in the chart house, rather than installed outside in the weather as recommended by the manufacturer? A separate display for inside the chart house is an additional $6000, not incl. integration costs.
Response 15: In accordance with J.4 Table 3-2 the sensing unit shall be located in the weather.
The display unit shall be located in the Chart Area.
Question 16
Question 16: (J4, 4.0) Section 4.0 states: "Rack mounted equipment (processing units, monitors, keyboards, mouse, etc.) shall be installed in the Scientific Server Room and be specifically designed for standard 483 mm (19 inch) electronics racks. ... A direct link and necessary control equipment (monitors, keyboards, mouse, etc.) shall also be provided for each system in the main lab....A single set of control equipment with selectable direct links to each system is acceptable'." (1) We recommend using an SES Video Wall in the main lab for better workspace for the survey team. (2) Can it be confirmed that the 'single set of control equipment with selectable direct links to each system' is meant to be accessed within the Scientific Server
Room'. (3) Can the mention of rack mounted monitors be removed from the spec or can more specific information be provided about which systems must have a dedicated a rack mounted monitor in the Scientific Server Room vs which should be connected to the single set of control equipment in the Scientific Server Room.
Response 16: The Government notes the recommendation of a SES Video Wall. The single set of control equipment with selectable direct links to each system is meant to be accessed within the Scientific Server Room. Rack mounted monitors are based on what the Offeror provides and is determined during Detail Design.
Question 17
Question 17: (J.1, 070.f.17) Regarding "Underwater transducers, and the self-noise hydrophones, shall be located in the Transducer Room. The Transducer Room(s) shall have a minimum clear height of at least one full deck, except that an additional overhead allowance may be required for selected stem mounted transducers. The Transducer Space shall be located on centerline, in an area which eliminates the effects of hull induced flow disturbance. Access to the
Transducer Room(s) shall be from within the ship via a hatch or scuttle. Overhead access shall be provided for removal of the largest piece of equipment in the space to pass through the deck above and off the ship." The question is: are only the ADCP transducers expected to be removable while the ship is afloat? If others are expected to be removable, please specify which.
Response 17: Overhead access shall be provided for removal of any equipment located within or accessible from within the Transducer Room. Equipment that is bolted and/or has a gate valve that would permit removal through the overheads is expected to be removable while the ship is afloat.
Question 18
Question 18: COMMENT: (J4) Regarding the Surface Sound Velocimeter System (SSVS), this was underpriced for NAV Class A, we have seen supplier costs double, and want to raise that early on.
Response 18: The Government notes the comment.
Question 19
Question 19: C-3.1.070a. HULL FORM, APPENDAGES, AND HYDRODYNAMIC
PERFORMANCE; “The Contractor shall develop the final hull form from the bare hull form defined in Attachment J.8 Project Peculiars Documents. The Contractor shall design and locate the skeg, bilge keels, all other hull appendages, and all hull openings on the hull. The transition between the flat bottom and hull may be modified from what is shown in Attachment J.8 Project
Peculiar Documents at the Contractor's discretion to facilitate fabrication.” Question: Offeror is fundamentally required to use Government provided hull form (new to offerors on RFP release date) without corresponding critical weight distribution, LCG and VCG attributes. At the same time Offeror is required to meet J-1 performance requirements for speed and power, seakeeping, maneuvering and DPS performance, bubble sweepdown, radiated noise and sonar self-noise performance requirements. This performance risk to offeror appears excessive considering the apparent limited options available for mitigation and limited time available for design development. Can the Government provide the options available to the Offeror to mitigate performance risk given the restrictions with modifying the Government required hull form and lack of Government provided principal design attributes associated with the Government design.
Response 19: In all areas related to the contract, the Contractor will be responsible for any issues caused by Contractor controlled design elements such as selection of propulsion plant, hull appendages and openings or allowable hull form alterations. Attachment J.8 Project Peculiar
Documents lists areas where the Offeror can modify the hull form.
Question 20
Question 20: Section L; (F) CAR 1352.215-72 INQUIRIES (APR 2010); “Offerors must submit all questions concerning this solicitation in writing to Andrew Hildebrandt, Contracting
Officer at andrew.hildebrandt@noaa.gov and Andrew Northcutt, Contract Specialist, at andrew.northcutt@noaa.gov. Questions should be received no later than 3:00 PM Eastern, JUNE
17, 2022…” Question: Offeror requests an extension by 2 weeks on the deadline to ask questions due to the significant effort required to develop sufficiently mature design products in light of the significant change to the Government required hull form from the draft to the version released with this RFP.
Response 20: The deadline for inquiries/questions is extended to July 13, 2022 at 3:00 PM
Eastern.
Question 21
Question 21: Section L, Volume II, Factor 1: a. “Describe the overall design effort, including a discussion of all major design, engineering and model testing efforts envisioned related to, as a minimum, hull form modification, hydrodynamic performance and seakeeping analyses, weight and stability analyses, general arrangements development, structural design, machinery arrangement, equipment removal route development, arrangement of scientific electronic systems, noise and vibration analysis, and design of propulsion, electrical, navigation, communication, crewed survey launch and small craft launch, recovery, stowage, and handling, and auxiliary systems.” g. “Provide an approach to testing that describes all developmental testing. This shall include a discussion of the Model Test Program and related analyses, including objectives, schedules, and test management efforts planned to minimize acoustic interference. If an existing design is proposed, a description of prior Model Testing conducted shall be included.”
m. “If changes are made to the hull form as allowable by Attachment J.8 Project Peculiar
Documents, provide a brief discussion of the changes made.” Question: The Government allows the Offeror to modify the Government Hull form provided in J.8. However, based on the restrictions provided it is not clear that the Government provides sufficient allowances to change the fundamental attributes of the Government hull form, in particular the location of the flat of bottom, which restricts sensor location. In apparent contradiction, Section L - g. discusses potential to propose an existing design. Please clarify the extent the Offeror is authorized to modify the Government provided hull form.
Response 21: Attachment J.8 Project Peculiar Documents lists areas where the Offeror can modify the hull form. Section L, Volume II, Factor 1 - Ship Design and Production Engineering
Approach part g. “If an existing design is proposed, a description of prior Model Testing conducted shall be included.” has been deleted.
Question 22
Question 22: Desired Features: “Multiple proposals can be submitted. If an offeror elects to submit multiple proposals, no more than two shall be submitted: one without desired feature(s) and one with desired feature(s).” Question: Request the Government provide price evaluation weight factors for the “Desired Features and Desired Alternatives” detailed in Attachment J.7 so bidders can make a logical decision on the value of those to the Government in their bid design decision. Some of the desired features have a measurable impact on the vessel size, installed
BHP, and thus fuel capacity and bubble sweepdown capability.
Response 22: The proposal that incorporates the desired features will be evaluated in a trade off process. The desired feature(s) will be evaluated along with the base items as a whole technical solution to determine if the feature is a Strength(s) or Significant Strength(s), if applicable.
Award will be made to the Offeror whose Technical solution, inclusive of desired features, as outlined in their proposal, is determined to be the best value to the government.
Question 23
Question 23: Section F
“Delivery of Vessel #1 shall be no more than 42 months from the issuance of a Notice to Proceed
(NTP) following Contract award. Delivery of Vessel #2 shall be no more than 54 months from the issuance of the NTP following Contract award. Delivery of optional vessels shall be no more than 24 months from exercising of option. The last date to exercise the option for Vessel #3 is
54 months from award of Contract. The last date to exercise the option for Vessel #4 is 78 months from award of Contract.”
Question: This scenario allows for exercising of the 3rd vessel option on the same day as required delivery of the 2nd vessel which beyond creating a gap in production requires the contractor to absorb the lead time for materials (including steel and long lead equipment) within the required 24 month delivery for the 3rd vessel. Same issue exists with respect to the 4th vessel. Please clarify if the Government intends to authorize long lead materials ahead of the option exercise for vessels 3 and 4 to support the Contractors ability to start construction immediately upon exercise of the options. If not, please clarify if the Government intends to adjust the deliver timelines for vessels 3 and 4 in the event that these exercising of these options are not reasonably synchronized with either CLINs 0001/0006 or long lead materials/equipment procurement for CLINs 0012/0017.
Response 23: The OPTION CLINS for Vessel #3 and Vessel #4 may be exercised prior to the last date. The Government does not intend to authorize LLTM for the option ships at this time.
However, the Government may evaluate the need to modify the contract to provide additional construction time for OPTION CLINS for Vessel #3 and Vessel #4, if exercised, for the
Contractor to procure LLTM.
Question 24
Question 24: RFP_Class_B_1305M222RNMAN00157_051922; Section L.2.I, page 139;
“Fold-outs with diagrams and tables will be counted as one page and shall not exceed an 8 ½ X
17” sheet of paper.” Question: Did the Government intend the requirement be an 11x17" sheet of paper z-folded to 8 1/2" by 11"?
Response 24: The sentence should read “Fold-outs with diagrams and tables will be counted as one page and shall not exceed an 11 X 17” sheet of paper.”
Question 25
Question 25: RFP_Class_B_1305M222RNMAN00157_051922; Section C-3.1.094e.2 page 45;
"Underwater Radiated Noise Survey will be conducted by the Government at a Government-approved acoustic range to demonstrate compliance with the underwater radiated noise requirements in Section 073 of Attachment J.1 Statement of Requirements." Question: Will the
Government provide the location of the acoustic range to appropriately calculate the associated costs?
Response 25: SEAFAC Ketchikan, Alaska and AUTEC Andros Island, Bahamas.
Question 26
Question 26: RFP_Class_B_1305M222RNMAN00157_051922; Section C Part 2 CLIN 0004, 0009, 0015, and 0020 - Initial Outfitting List (IOL); For OPTION CLINS 0004, 0009, 0015, 0020 - INITIAL OUTFITTING, VESSEL #’S 1, 2, 3 AND 4. The Offeror shall provide outfitting material as ordered by the Government. A representative initial outfitting list is provided as Attachment J.15 Initial Outfitting List to this solicitation. Attachment J.15 Initial
Outfitting List is not intended to be all inclusive and is provided as information only. Orders for this effort shall be executed via bilateral contract modification. No action shall be taken by the
Offeror without prior approval of the Contracting Officer. The stated material handling percentage proposed shall be applied to the proposed materials costs. The material handling percentage stated in the price schedule under CLINS 0004, 0009, 0015 and 0020 includes any applicable handling charges, storage, overhead, or other costs. Question: The Government has identified the initial outfitting list as information only. This is "not intended to be all inclusive" and creates inconsistent responses between vendors potentially creating an unfair evaluation.
Will the Government clarify that Section B is requiring only the identification of the material handling percentage associated with the Initial Outfitting, not a lot price?
Response 26: The Government is requiring lot pricing for CLINS 0004, 0009, 0015, and 0020 based on Attachment J.15 Initial Outfitting List. This list is not all inclusive and subject to change. Any additions or deletions will be handled with a contract modification and incorporate material handling mark up rates provided in Attachment J.9 Class B Price Schedule. For bidding purposes the Offerors should provide a lot price for all items identified in J.15 Initial Outfitting
List.
Question 27
Question 27: RFP_Class_B_1305M222RNMAN00157_051922; Section C Part 2 CLIN 0004, 0009, 0015, and 0020 - Initial Outfitting List (IOL); For OPTION CLINS 0004, 0009, 0015, 0020 - INITIAL OUTFITTING, VESSEL #’S 1, 2, 3 AND 4.
Question: Will the Government remove the reference to "Lot Pricing" for CLINs 0004, 0009, 0015, 0020 in J.9 and revise to include the requested material handling percentage?
Response 27: The Government is requiring lot pricing for CLINS 0004, 0009, 0015, and 0020 based on Attachment J.15 Initial Outfitting List.
List.

Contract. Question: When is the last day to exercise Vessel #2?
Response 30: The contract is a base award of two vessels with two option vessels.
Question 31
Question 31: Attachment J.2 Contract Data Requirements List; DI-045; N/A. Question: FAR
27.102(d) provides that “The Government recognizes rights in data developed at private expense, and limits its demand for delivery of that data. When such data is delivered, the Government will acquire only those rights essential to its needs.” The Government is already requiring delivery of
Commercial Technical Manuals and Supplemental Data to support repair and maintenance in DI-
045. However, in addition to DI-045, the Government has included DRLs that require delivery of “Vendor Equipment Drawings” (for example DI-062-03, DI-064-05, DI-065-02), which are data developed at private expense. In light of the FAR’s admonition that the Government limit its demand for data developed at private expense, we request that you consider removing any requirements for delivery of vendor equipment drawings.
Response 31: The Government is not asking the prime contractor to develop new drawings of their subcontractor’s equipment. The Government is requiring Vendor Equipment Drawings in order to evaluate the design. The Commercial Technical Manuals and Supplemental Data may include these vendor equipment drawings as part of those deliverables.
