Continuation Page – Amendment 0006
DETAIL DESIGN AND CONSTRUCTION OF CLASS B VESSELS
RFP# 1305M222RNMAN00157
The purpose of this Amendment is as follows:
1. To provide a revised (Rev 1) Attachment J.8-004 Project Peculiar Documents – Hull Lines
(File 4 of 4).
2. To provide a revised (Rev 2) Attachment J.9 Price Schedule.
3. To address questions received from vendors in response to the RFP.
Question 47
Question 47: From various portions of Section L of the Solicitation:
“Volume II, Technical proposal, consists of the Offeror’s proposal delineating its capabilities and how it intends to perform contract requirements.
The Technical Proposal includes the following factors:
Factor 1: Ship Design and Production Engineering Approach
Factor 2: Schedule
Factor 3: Production Facilities and Management, Projected Workload and Capacity
Factor 4: Past Performance
The Technical Proposal shall not exceed 95 pages. Any pages in excess of 95 will be disregarded, and will not be included in the proposal evaluation. The 95-page limit includes the
Offeror’s narrative addressing the evaluation factors identified below. “
Question: The listing of requirements in the Solicitation covers 10.5 pages and requires more than 100 individual requirements to be provided. Considering the scope and potential high value of this ship acquisition program, and the Government’s single phase approach with no advance opportunity gain insights and evaluate the various potential design offerings, the limitation of 95 pages for the Technical proposal is insufficient. This page count restriction will not allow offerors to provide the Government with sufficient detail to fully evaluate each offers’ potential risk profile.
At the very least, will the Government allow for the following items to be excluded from the page count limitation:
glossaries of abbreviations and acronyms
Resumes (provided the maximum of eight (8) total two-page resumes is not exceeded) detailed integrated master schedules
Additionally, the Offeror requests the government to allow a page exemption for a design appendix which can provide technical drawings and calculations of the offerors proposed design.
This appendix may include the following:
General Arrangement Drawing
Machinery Arrangement Drawing
Critical Equipment List
Electric Power Load Analysis
Electrical One-line Diagram
Resistance and Powering Analysis
Midship Section Drawing
Intact and Damage Stability Analysis Report
Trim Compliance computations and report
Seakeeping Analysis
Bubble Sweepdown Analysis
Preliminary Allocated Baseline Weight Estimate
The above outlined request ensures the government receives adequate technical details to make an informed, risk free decision on this several hundred million dollar procurement, instead of non-specific and generic design information and capabilities summaries. We also request that the Government exclude the items listed above from the 95-page count restriction for the
Technical proposal and allow these to be included in appendices.
Response 47: The Government will allow the following items to be excluded from the page count limitation:
• Glossaries of abbreviations and acronyms are considered indices and are excluded as part of the page count.
Section L of the RFP does not require a detailed Integrated Master Schedule. It requires “…an overall detail design and construction schedule indicating key events, milestones, and activities that begins with contract award, progresses through the Transition Design into Detail Design and continues through delivery. Elements shall also include a critical path and the execution of major activities such as, but not limited to, conferences and reviews, PRR, Start of Construction, keel laying, launch, trials, delivery of lead and follow-on ship(s), etc. for the proposed approach.”
The Government will remove the requirement to include a critical path (page 144 of RFP Rev 1).
The only documents that are required to be submitted as part of the Offeror’s Technical proposal are a General Arrangements Drawing; the Critical Equipment List; and a 3-D Production Model
Plan. The pages of these documents count towards the page count.
The Government will increase the overall page limit for Volume II – Technical Proposal to 105 pages. Anything in excess of 105 pages will not be considered by the Government in the evaluation of the Offeror’s proposal.
Question 48
Question 48: From various portions of Section C-3.1.098a. Model Testing of the Solicitation:
“Bubble Sweepdown Flow Visualization Model Tests at sustained speed at the full load condition without service life allowance and at the mid-voyage condition without service life allowance with flow streamline initiation points defined in accordance with Attachment J.1
Statement of Requirements. Bubble Sweepdown Flow Visualization Model Tests shall use a water soluble dye to visualize streamlines. The Contractor shall determine the effects of four (4) degrees pitch during flow visualization model tests with water soluble dye at the sustained speed. The ship model shall be fixed in pitch and heave for the Flow Visualization Model Tests.“
Question: The flow streamline initiation points referenced in the scope of work section C-
3.1.098a. have not been defined in the current Attachment J.1 Statement of Requirements. Can the government please provide these flow streamline initiation points?
Response 48: The Government defines the flow streamline points as at the stem at the even-keel free surface; at the stem at a point below the free surface equivalent to an aft trim of 1.65 times the maximum RMS pitch at a significant wave height of 1.88 m; and at a point halfway between the two afore mentioned points. Section C-3.1.098a has been modified from:
C-3.1.098a. MODEL TESTING
The Contractor shall prepare a Model Test Program Plan (DI-058). The Contractor shall conduct the following model tests (including construction of all hull and propeller models):
1. Bare hull resistance Effective Horsepower (EHP) tests

Question 49
Question 49: In Attachment J.8-004 Project Peculiar Documents Assumed Bare Hull
Resistance, The column title "Resistance (kW)" seems to be an error and does not align with the values presented in column “EHP* (kW).”
Question: The offeror believes the Resistance column should read “EHP (kW).” The EHP (kW) seems to be BHP (kW). Can the Government confirm if the table provided in Attachment J.8-004 is correct?
Response 49: The Government confirms that the column titled “Resistance (kW)” is in error.
This column has been eliminated in the revised Attachment J.8-004 Project Peculiar Documents
Assumed Bare Hull Resistance.
Question 50
Question 50: From various portions of Attachment J.1 Section 200.a of the solicitation “The ship shall be capable of achieving its sustained cruising speed using no more than 85 percent of the installed rating (MCR) of the main propulsion motors. The power required to achieve this speed shall not be greater than 85 percent total of any three of the four installed main diesel generator sets MCR following deductions for at-sea ship service power requirements and electric power service life growth allowance. The ship shall be capable of continuous and unrestricted operation at 100 percent MCR of the propulsion system and associated propulsor
RPM, with any three generators online.”
From various portions of Attachment J.1 Section 303 of the solicitation “The electrical generating system shall include a service life electrical growth of 20 percent margin for electric loads, except for propulsion, bow thruster and steering gear loads, at ship delivery.”
From Attachment J.2 DI-044-19 of the solicitation “The Electric Power Load Analysis (EPLA) shall be conducted in accordance with DDS 310-1 and contain each operating condition of the ship including winter, summer, and temperate environmental conditions at full speed, cruising at sustained speed, on-station with Dynamic Positioning System (DPS), anchor, towing, launching/recovery, in-port, and emergency.”
From various portions of DDS 310-1 Section 3.13 Margin requirement “A factor applied during design and construction to increase the load estimate to account for design and estimation uncertainty (the difference between the actual load at ship delivery and the load estimate at ship delivery). In earlier stages of design, margins are typically higher than in later stages of design.
Any margin remaining at ship delivery is converted into service life allowance. T9300-AF-PRO-
020 provides margin policy.”
As per T9300-AF-PRO-020 “Table 2-2 Design and Construction Margins (Percent) for New
Design requirement”
Ship Type Contract
Design
Detail Design &
Construction Combined
Amphibious Warfare, Mine Warfare, Auxiliaries, and Support craft 4 7 11
Question: Based on above mentioned J.1, J.2, DDS 310-1 and T9300-AF-PRO-020 requirements we understand the Generators should be sized based on EPLA including the Design
Margin (11%) and SLA Margin (20%) with only three generators operational and one generator on standby in all operating conditions. We also understand that the power required to achieve this shall not be greater than 85 percent total of any three of the four installed main diesel generator sets MCR after deducting for at-sea ship service power requirements and electric power service life growth allowance. By satisfying above requirements the electrical plant will likely end up oversized by more than 30% which increases equipment and overall lifecycle cost of the vessel.
Please confirm if it is the Government’s intention to have such a large margin at vessel delivery?
Response 50: The Government confirms the requirements are as intended.
Question 51
Question 51: CLINs 0005, 0010, 0016, and 0021 within
“Attachment_J.9_Class_B_Price_Schedule_REV_1_080322” includes the following instructions
- “(Estimated Base Amount to be multiplied by average of FY23-FY31 Fully Burdened
Engineering Rates.)”, however the Estimated Base Amount is a fixed dollar value of either
$210,000 or $1,000,000 of which cannot be multiplied by the average of FY23-FY31 Fully
Burdened Engineering Rates and result in the same maximum CLIN Extended Price of $210,000 or $1,000,000. Please clarify.
Response 51: A revised (Rev 2) Price Schedule is provided with this amendment. The
Estimated Base Amount of $210,000.00 in CLINs 0005 and 0010 has been replaced with 1,000 hours. The Estimated Base Amount of $1,000,000.00 in CLINs 0016 and 0021 has been replaced with 5,000 hours.
