This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B22Q0140 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect tough Federal Acquisition Circular 2022-06. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 111940 (Hay Farming), with a small business size standard of $1 Million. This acquisition is for the following Contract Line Item Number (CLIN) identified below: 90 tons Grass-Alfalfa Hay Cubes 75 tons Timothy Hay Cubes Specifications: See attached Statement of Work document. The Government anticipates award of a single Indefinite Delivery Indefinite Quantity contract. INSPECTON AND ACCEPTANCE TERMS: Hay Cubes will be inspected by Contracting Officer Representative (COR) and accepted at destination. The Contractor shall provide all items F.O.B. destination to: USDA, ARS, MWA, NADC Attn: Stephen Sterle 1920 Dayton Avenue, Building 13 Ames, Iowa 50010. Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical Specifications and (2) Price; and the SAM Unique Entity Number. All responses shall be submitted electronically to Deborah.hughes@usda.gov. The basis for award is Lowest Price Technically Acceptable. "LPTA" means the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Price and (2) Technical Specifications and must also have satisfactory Past Performance. The lowest priced proposal will first be evaluated for technical acceptability in accordance with the minimum specifications identified. If determined not technically acceptable, it will be removed from competition and the next lowest priced proposal will be evaluated for technical acceptability. This will continue until the lowest price proposal is determined technically acceptable. Once the lowest priced proposal is determined technically acceptable, then a determination of responsibility will be completed. Farm must have the ability to sow individual plots, perform all duties necessary for optimal growth and grain yield of plants, including but not limited to irrigation, fertility, weed and pest control, and harvest. Harvest includes sorghum head collection, teshing, drying, and shipping harvested material back to Lubbock, Texas duty station. In-season management must be according to best practices for sorghum production at the location and be amenable to input from USDA partners. Medium (3x3x8 or 4x4x8 Bales 800-1000 lbs each): 400 Tons - Unit Price $_______________ per ton Total Price $_______________ Statement of Work: 1. Contractor to provide approximately 500 tons of medium bales (approximately 800 lbs to 1000 lbs per bale) of alfalfa hay suitable for horses and burros, to be delivered, offloaded and stacked where directed at the Delta Wild Horse Facility 350 West 500 North, Delta, UT 84624.
