About this opportunity

The Department of the Navy Naval Facilities Engineering Command seeks agricultural lease bids for Parcel 4A02 at Naval Air Station Fallon, Nevada, an Invitation for Bid with sealed bids due October 14, 2026 at 2:00 P.M. Pacific Daylight Time. No set-aside applies.

Place of performance is Fallon, Nevada. The property comprises approximately 351 total acres: 110 acres of water-righted irrigated cropland and 241 acres of rangeland. The lease runs five years firm (February 1, 2027 through January 31, 2032) with one optional five-year extension at Government discretion through January 31, 2037. Bidders bid on annual rent per acre for the 110 farmable acres; the Government will award to the responsible bidder whose bid is most advantageous without discussion or negotiation. Bid deposits must equal 25 percent of annual rent or $1,500, whichever is greater, submitted as certified check, cashier's check, or USPS Money Order.

The successful lessee bears 100 percent responsibility for annual irrigation charges and operations and maintenance costs assessed by the Truckee Carson Irrigation District. If TCID water allocation drops to 60 percent or below, the Government will adjust rent unilaterally. The lessee must provide a security deposit equal to 50 percent of annual rent or $5,000, whichever is greater, as either a Certificate of Deposit or Performance Bond. Insurance requirements mandate $2,000,000 third-party property damage and $3,000,000 per-person and per-accident personal injury coverage, with the Government named as additional insured.

The lessee must comply with a comprehensive Soil and Water Conservation Plan requiring replanting and laser leveling of 110 acres within two years, minimum tillage practices, annual crop plans submitted by April 15, annual pest management plans using only Government-approved pesticides, and monthly grazing reports if grazing is approved (maximum 300 Animal Unit Months annually). All pesticide applications must be reported to the NAVFAC Online Pesticide Reporting System within five days. Bidders must complete an Agricultural Lease Defense Production Act Questionnaire and disclose any foreign persons with control over the lessee or contractors, subject to CFIUS review. Questions are due by September 30, 2026.
