About this opportunity
The Bureau of Land Management Colorado State Office seeks seed increase field services for plant conservation and restoration, with quotes due October 29, 2026 at 8:00 a.m. Mountain Daylight Time. The procurement is set aside 100% for Women-Owned Small Businesses under NAICS 111998 with a $2.5 million size standard.
Work will be performed primarily at the contractor's plant materials center and associated production facility. The contract requires development and commercial release of two locally adapted, source-identified native plant materials: Osterhout's penstemon and Sidebells penstemon, each at 0.13 acres per field. The Government may award one, multiple, or all plant materials based on program requirements and funding availability. Performance runs November 1, 2026 through October 30, 2030, structured as a firm-fixed-price, non-severable commercial acquisition under FAR Part 12 with separately priced annual production, plant material release, and reporting units.
Contractor scope includes all personnel, supervision, acreage, facilities, equipment, materials, supplies, technical expertise, transportation, packaging, and shipping. Seven primary tasks span seed increase field establishment and maintenance, seed harvest and processing, seed testing and certification, germplasm maintenance, plant material release preparation, and reporting. Government-furnished G0 starter seed remains Government property; G1 and subsequent-generation materials become contractor property subject to use and disposition requirements.
Evaluation weights technical factors equally and collectively more important than price. Technical proposals must demonstrate relevant project completion within three years of comparable scope and complexity, include a dedicated project manager and core team qualifications, detail staffing and internal quality assurance processes, and present a technical approach aligned with the Performance Work Statement. Quotes are valid for a minimum of 120 days. Questions are due October 27, 2026. Contracting Officer is Chau Nguyen (cnguyen@blm.gov, 303-239-3678); submit quotes to courtni_strickland@ios.doi.gov.
