Place of performance is Pineville, LA. The contractor must maintain a physical business location within 60 miles of 1401 "F" Street, Pineville, LA 71360; food trucks do not satisfy this requirement. The NAICS code is 722320, Caterers, with a $9.0 million size standard.
The requirement spans three training periods: October 17–22, 2026 (45 attendees, 6 days); November 30–December 11, 2026 (40 attendees, 12 days); and January 4–15, 2027 (40 attendees, 12 days). The contractor must provide three meals daily (breakfast, lunch, dinner) totaling 3,610 meals plus 2,460 healthy, protein-rich snacks across all periods. Meals must provide 3,500–4,500 nutrient-dense calories daily per trainee, requiring two servings per meal. No dinner service is required December 5 or January 9. Services operate 6:00 AM to 7:00 PM Central Standard Time, with off-site meal service to locations within 20 miles (including SOG Range-8 at 14.6 miles and SOG Range-4 at 30-minute round trip distance).
All contractor personnel must obtain valid Louisiana food handler's certificates and pass background checks; no felony convictions or serious misdemeanors involving weapons, injury, or domestic abuse are permitted. Meals must comply with Louisiana food safety codes and U.S. Public Health Service Food Code standards. All beef must be USDA Choice or better; poultry must be USDA Grade A; ground meat limited to 15% fat. All food must originate from accredited commercial distributors.
The Government will award a Firm-Fixed-Price contract based on best value. Evaluation criteria ranked by importance are: Contract Catering Personnel experience and certifications; Contract Management Experience; Contractor Performance with three required references from the previous 24 months; Questionnaire responses; and Price, with criteria 1–4 combined weighted more heavily than price. All offerors must be registered in SAM with "All Awards" status prior to submission and at time of award.
