About this opportunity

Newton County Board of Commissioners in Georgia is soliciting Statements of Qualifications from engineering firms to provide consultant services for widening CR 511/Brown Bridge Road from Jack Neely Road to Crowell Road, with SOQs due August 25, 2026 at 2:00 p.m. A 15% Disadvantaged Business Enterprise participation goal applies to Preliminary Engineering activities.

The scope encompasses widening the roadway from two to three travel lanes and includes curb and gutter, storm drainage, and sidewalk improvements. The prime consultant must hold GDOT prequalification in area classes 3.02 (Two-Lane or Multi-lane Urban Roadway Design) and 3.13 (Facilities for Bicycles and Pedestrians). The overall team must demonstrate prequalification in specialized areas including NEPA, surveying, traffic analysis, utility coordination, and construction engineering.

The County anticipates awarding one multi-phase, project-specific contract to a single firm. Preliminary engineering is scheduled to commence in FY 2026, with a limited-scope concept report due FY 2027, preliminary field plan review in FY 2028, final field plan review in FY 2029, and construction contract letting in FY 2030. The contract will remain in effect until successful completion of the transportation planning phase. Contract amount will be determined through negotiations with the County using payment methods that may include lump sum, cost plus fixed fee, cost per unit of work, or specific rates of compensation.

The selection process is two-phased: Phase I evaluates qualifications based on submitted SOQs, with three to five finalist firms shortlisted; Phase II requests technical approaches and past performance from finalists, with possible presentations or interviews. The County reserves the right to reject any or all SOQs, waive technicalities, and terminate negotiations with the highest-ranked firm if a satisfactory agreement cannot be reached, proceeding to the next highest-ranked finalist. A communication restriction is in effect from advertisement until award announcement; firms may contact County officials only through the designated contact or during the question submission period.

Submittals address: Newton County Board of Commissioners, 1113 Usher Street, Covington, Georgia 30014.
