About this opportunity

Hillsborough County is announcing a sole-source award to WeighPay Solutions for implementation, hosting, licensing, maintenance, and support of the WeighPay Waste Profile Management System, a cloud-based application for the County's Waste Profile program, with a challenge deadline of September 28, 2026 and an estimated five-year cost of $183,000.

This procurement is made under Section 3-205(2)(a) of the County's Procurement Policy as a sole-source justification. WeighPay Solutions is the developer and sole provider of the Waste Profile Management System, developed specifically to meet the County's requirements. Market research by the department, including inquiries to other scale house software vendors, did not identify another commercially available application capable of providing the required functionality.

The scope includes automating waste profile approvals and inspections, providing mobile and offline field inspection capabilities with role-based access for five user roles, maintaining compliance records and audit trails, and supporting County staff, Franchise Collectors, and commercial waste generators. The system manages approximately 10,000 waste profiles and combines waste profile administration, automated approval workflows, mobile-optimized field inspections, compliance tracking, and audit trails within a single cloud-native platform. The architecture employs offline-first capabilities and AI-driven material recognition. Development methodology aligns with NIST SP 800-53 and ISO 27001 standards, with zero-downtime updates and full audit trails.

The contract term is five years with a flat annual fee structure. The County reserves the right to extend the term, adjust scope in response to changing requirements, and increase the award accordingly. Contractors able and interested in providing the identified software and services may submit clear and convincing information to challenge the intended award by September 28, 2026.
