About this file

This is a sole source justification letter from WeighPay Solutions to Hillsborough County, Florida's Solid Waste Management Department regarding the implementation of the WeighPay Waste Profiler system. The letter describes a cloud-based waste profile management application designed to automate the County's waste profile program, including waste profile approvals, inspections, compliance tracking, and audit trails. The system features an offline-first web architecture with AI-driven material recognition, enabling operation without constant internet connectivity. The proposed contract term is five (5) years, with the County retaining the right to extend the period, adjust the scope of services, and increase the award amount accordingly. The system will serve County staff, Franchise Collectors, and commercial waste generators across Hillsborough County.

The estimated contract cost is $183,000.00 for the five-year period, encompassing all software licenses, cloud hosting, maintenance, and ongoing support through a flat annual fee structure that eliminates variable costs. WeighPay Solutions is the sole provider of this system, as it was developed specifically to meet the County's Waste Profile program requirements. Market research conducted by the department, including inquiries to other scale house software vendors, did not identify any commercially available alternative capable of providing the required functionality. The procurement is being made under Section 3-205(2)(a) of the County's Procurement Policy as a sole source award. The system is projected to generate operational savings that exceed the subscription cost through automation of compliance reporting and reduction of manual data entry time. WeighPay's development methodology aligns with NIST SP 800-53 and ISO 27001 standards, emphasizing zero-downtime updates, full audit trails, and security scalability.

Stephanie Watson Section Manager of Sustainable Materials Management Solid Waste Management Department Hillsborough County, FL Via email: WatsonMS@HCFL.gov

Dear Stephanie and the Solid Waste Department of Hillsborough County, Please consider this letter as our formal sole source justification describing the unique services and capabilities of the WeighPay Waste Profiler, accessible via our secure dedicated portal at https://waste-profiler.replit.app/

The WeighPay Waste Profiler is the only waste intelligence platform that utilizes a proprietary "Offline-First" web architecture combined with AI-driven material recognition. Unlike standard web-based scale software that requires constant internet connectivity, our unique application is engineered to function 100% offline by caching transaction logic locally in the browser.

The primary purpose of the Waste Profiler is to automate the application process, account setup, and inspection process to ensure accuracy and speed. By replacing manual data entry, or double entry (as current processes are done by paper, then input into the system at a later date), we significantly streamline workflows to eliminate redundant data entry. Additionally, the system’s automated compliance checks ensure that hazardous or regulated materials are properly identified and managed, directly protecting public health and the local environment.

This system ensures accurate, transparent billing and tracking of waste profiles within Hillsborough County. By automating material classification, we reduce the risk of improper disposal (environmental protection) and ensure accurate data collection for the County.

Our processes have successfully deployed 15+ enterprise apps, emphasizing zero-downtime updates, full audit trails, and excellent performance, security, and scalability. We follow an agile, iterative methodology (aligned with NIST SP 800-53 and ISO 27001) to ensure quality and security by integrating compliance, risk management, and continuous monitoring directly into the software development life cycle.

WeighPay has provided a government rate for this Scope of Work. The pricing model includes all necessary software licenses, cloud hosting, and support in a flat annual fee, eliminating variable costs. By automating compliance reporting and reducing data entry times, the system is projected to save the County operational hours that exceed the cost of the subscription. Our goal is to implement an automated Waste Profiling system, allowing the Hillsborough team to streamline operations and save resources.

We appreciate your consideration.

Sincerely, Stacy Duty and The WeighPay Team 2248 Meridian Blvd Ste H Minden, NV 89423 mailto:WatsonMS@HCFL.gov https://www.google.com/search?q=%5Bhttps://waste-profiler.replit.app/%5D(https://waste-profiler.replit.app/) https://waste-profiler.replit.app/
