About this opportunity
Volusia County is seeking a contractor to execute the Van Avenue Seawall Project, a critical infrastructure restoration initiative located at 3101 S. Atlantic Avenue in Daytona Beach Shores, Florida. The project involves replacing a hurricane-damaged concrete seawall with UC-95 composite seawall panels to protect the Van Avenue Beach Approach Park from future storm events. Key deliverables include installing new composite seawall panels along the eastern edge, protecting and capping the existing concrete return wall at the southern vehicular ramp, and installing a new return wall on the northern property edge. The total contract time is 150 days, with an estimated construction cost of $224,870.00, funded in whole or part by FEMA Public Assistance grants. A non-mandatory pre-bid meeting is scheduled for April 29, 2025, at 10:00 a.m. at Beach Safety Lifeguard Headquarters, with virtual attendance available. The bid submission deadline is May 22, 2025, at 3:01 p.m. via the County's eProcurement Portal, with questions accepted until May 8, 2025, at 11:59 p.m. Bidders must be Florida-licensed general contractors with experience in at least three similar projects completed for entities other than Volusia County.
The county encourages participation by Disadvantaged Business Enterprises (DBEs) and offers local bid preferences of up to five percent for qualified businesses in Lake, Orange, Osceola, Seminole, Brevard, or Volusia County. Contractors must provide a five percent bid bond, which must remain valid for 120 days, and will be required to obtain a Payment and Performance Bond equal to 100 percent of the contract price. Insurance requirements are comprehensive, including general liability, workers' compensation, and additional insured status for the County. All insurers must be Florida-licensed with an A.M. Best rating of A- or better. Bidders must complete multiple compliance documents, including a W-9 form, Prime/Sub Contractor Form, Bid Price Sheet, E-Verify attestation, and human trafficking compliance certification. The project has specific environmental considerations, including adherence to sea turtle nesting season restrictions and compliance with federal and state environmental regulations. While no incumbent vendor is specified, the project represents a critical infrastructure restoration effort addressing hurricane damage sustained in the 2022 hurricane season.
Opportunity text
The Van Avenue Beach Approach Park sustained significant damage in the hurricane season of 2022. This project will replace the concrete seawall with UC-95 composite seawall panels protecting the upland park and facilities from storm events. Restoring the Van Avenue Park beach approach will reestablish safe use of the park for visitors to the Volusia County Beach in Daytona Beach Shores. The existing concrete seawall was damaged along the eastern edge and eroded the park, this project will remedy that condition. The concrete return wall at the southern end along the vehicular ramp is to be protected and remain in place with a new cap to connect the new and old walls. A new return wall is be installed on the northern edge of the property. Existing facilities are to be protected and preserved from construction activities.
