About this file

This document comprises construction drawings and technical specifications prepared by Dredging & Marine Consultants for Volusia County's Van Avenue Park Seawall Project located at 3101 South Atlantic Avenue, Daytona Beach, Florida 32118. The project addresses hurricane damage sustained during the 2022 hurricane season by replacing the existing damaged concrete seawall with UC-95 composite sheet pile panels to protect the upland park and facilities from future storm events. The scope of work includes demolition of approximately 34 linear feet of existing concrete cap and 27 linear feet of concrete sheet pile, installation of 38 linear feet of proposed UC-95 composite sheet pile measuring 24 feet in length, installation of a new concrete cap with helical anchor systems, sidewalk replacement totaling 40 feet by 7 feet, placement of approximately 100 cubic yards of beach-quality fill, and installation of aluminum railing and fencing systems. Existing facilities including the restroom, shower, vehicle beach access ramp, and stormwater utilities shall remain operational throughout construction. The project plans are dated March 27, 2025, and are classified as 100% construction documents, prepared by licensed Professional Engineer Curtis N. Todd (Florida License No. 37136).

The contractor bears responsibility for all project stakeout, survey verification, material testing, quality assurance, and compliance with state and federal environmental regulations including permits from the U.S. Army Corps of Engineers and Florida Department of Environmental Protection. All materials must comply with the more stringent of current FDOT or Volusia County standards, with concrete mixes requiring 6,000 psi compressive strength for the seawall cap and 4,500 psi for sidewalk applications. The contractor must maintain erosion control measures throughout construction, employ a certified testing laboratory for soil and material analysis, and submit comprehensive submittals including scheduling, safety plans, traffic control plans, and shop drawings prior to commencing work. A pre-construction meeting is mandatory before work begins, and the Engineer of Record must receive 72-hour advance notice of critical construction stages including demolition, pile driving, forming, and concrete placement. All removed materials shall be stored on-site with the county evaluating reuse potential, and overnight equipment parking and material storage on the beach are strictly prohibited.
