About this opportunity
The City of Lubbock, Texas is requesting proposals for construction of unpaved residential roadways within city jurisdiction under RFP 26-19878-AE, with proposals due September 24, 2026 at 2:00 p.m. The estimated project budget is $4.4 million and evaluation will be weighted on best value: price (60 points), contractor qualifications (30 points), and construction time (10 points).
The scope encompasses all labor and materials required to construct improvements to unpaved residential roads. Substantial completion is required within 365 consecutive calendar days from the Notice to Proceed, which will issue 30 days after City Council award on October 19, 2026. Daily work prosecution is mandatory on business days unless weather or City-approved delays occur.
Offerors must submit a proposal bond or certified check equal to 5% of the total proposal amount. If awarded, the contractor must provide performance and payment bonds equal to 100% of the contract price. Texas prevailing wage requirements under Government Code Chapter 2258 apply. All employees and subcontractors must be covered by workers' compensation insurance. A Certificate of Interested Parties disclosure to the Texas Ethics Commission is required before contract execution due to City Council action and contract value exceeding $1 million.
Proposals must be submitted electronically through Bonfire or as hard copy originals; fax submissions are not accepted. A non-mandatory pre-proposal conference will be held September 15, 2026 at 10:00 a.m. via Zoom. Proposals will be opened publicly on September 24 at 2:00 p.m. via teleconference.
