About this opportunity
The City of Tucson, in partnership with the University of Arizona and funded by the Federal Highway Administration (FHWA) under the Transportation Alternatives Program, is issuing Invitation for Bid (IFB) No. 260178 for bike and pedestrian improvements to the UA 2nd Street Maintenance Road from James E. Rogers Way to the Harshbarger Pathway and Olive Road from 2nd Street to an alleyway approximately 250 feet north. The project scope includes conversion of the existing paved UA Maintenance Road into a mixed-use path (14-16 feet wide), reconstruction of ADA-compliant curb access ramps and sidewalks, elimination of two-way traffic on Olive Road by closing the east lane to create one-way northbound traffic with two bicycle lanes and widened sidewalk, installation of high-visibility mixed-use crosswalks, addition of lighting to existing streetcar and overhead conductor poles, pavement removal and replacement with specified structural sections, traffic control implementation, and associated site work totaling approximately 2,207 linear feet of pavement removal and 1,747 square yards of work. Qualified contractors must possess relevant construction experience, current workers' compensation insurance, commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, commercial automobile liability of $1,000,000 combined single limit, and statutory workers' compensation coverage; demonstrate financial resources and delivery capabilities; and provide three representative projects with similar scope and owner references. The project must be completed within 90 calendar days during the UA Summer Session from May 18, 2026, to August 16, 2026, with work generally restricted to daytime hours and prohibited during peak traffic periods (7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m., Monday through Friday). A pre-bid meeting is scheduled for Thursday, March 26, 2026, at 9:00 AM Arizona time via Zoom, with a mandatory bid submission deadline of Tuesday, April 7, 2026, at 2:00 PM Arizona time through the City's online bidding portal; bid opening will occur simultaneously via Zoom. Evaluation will award the contract to the lowest responsive and responsible bidder, with Notice of Intent to Award issued within 60 days of bid opening.
This procurement includes mandatory compliance with multiple federal and local set-aside programs and restrictions. Bidders must comply with Section 3 of the Housing and Urban Development Act of 1968, requiring at least 25 percent of all labor hours performed by Section 3 workers (those at or below HUD income limits of $39,200 to $62,850 annually for Arizona jurisdictions) and at least 5 percent by Targeted Section 3 workers, with comprehensive documentation maintained for five years. Disadvantaged Business Enterprise (DBE) participation is encouraged as neutral efforts during the current transition period, with contractors required to register in the Arizona Unified Transportation Registration and Certification System (AZ UTRACS) and submit detailed records of DBE participation; failure to submit required DBE documentation and bidders/proposers lists within five calendar days of bid opening constitutes cause for deeming the bidder ineligible. Small Business Enterprise (SBE) provisions mandate that bidders submit a completed Subcontractors List and Proposed SBE Plan with bids, identifying all SBE subcontractors and first-tier subcontractors with contract values at or above $5,000; while no specific SBE goal percentage is established for this project, bidders failing to meet any established goals must request good faith effort waivers by submitting documented evidence of SBE solicitation efforts. Contractors must comply with Davis-Bacon prevailing wage requirements, submit certified weekly payrolls, perform at least 30 percent of total contract work with their own organization, and incorporate FHWA-required terms and conditions, Build America Buy America Act (BABAA) domestic preference requirements, and federal non-discrimination assurances into all subcontracts. Bidders must submit a bid security equal to 10 percent of the total bid amount, and the successful bidder must furnish 100 percent performance and payment bonds prior to contract execution. The project estimated cost range is between $500,000 and $1,000,000, with payment structured according to predetermined unit prices and reimbursement rates for traffic control elements, with no retainage permitted on progress payments due to federal funding requirements and subcontractors required to receive prompt payment within seven days of prime contractor receipt of funds.
