About this file

This is a Categorical Exclusion (CE) Checklist prepared by the Arizona Department of Transportation (ADOT) for the UA 2nd Street Bike and Pedestrian Improvements project located on the University of Arizona campus in Tucson, Pima County, Arizona. The project, with a ADOT Project Number 0000 PM TUC SF025 01C and Federal Aid Number TUC0(252)D, encompasses improvements along 2nd Street, Olive Road, Highland Avenue, and associated intersections within Arizona Board of Regents-owned right-of-way. The scope of work includes converting an existing UA Maintenance Road into a mixed-use path, installing three separated crosswalks to accommodate streetcar, pedestrian, and bicycle crossings, reconstructing ADA-compliant curb access, eliminating two-way traffic on Olive Road to create one-way northbound traffic with converted bicycle lanes, installing ADA-compliant crosswalks and high-visibility crosswalks, adding lighting to existing streetcar poles, and milling, replacing, and re-striping pavement on Highland Avenue. The estimated project construction cost is $561,000.

The project qualifies as a Categorical Exclusion under 23 CFR 771.117(c)(23)(i) as a federally-funded project receiving less than $6,944,651 in federal funds. Environmental review determined no significant impacts to air quality, noise, biological resources, cultural resources, Section 4(f) protected properties, Waters of the U.S. under Section 404 and 401 of the Clean Water Act, or other environmental considerations. A Preliminary Initial Site Assessment for hazardous materials was completed and documented in the project file. All constraint questions under 23 CFR 771.117(e) were answered negatively, confirming the project can proceed as approved. The CE determination was approved by ADOT on August 28, 2025, with environmental commitments to be incorporated into the project plans, specifications, and estimates through the Environmental Permits Issues and Commitments (EPIC) sheet.
