About this file

This is a Subcontractor Listing Requirement form issued by the City of Tucson for Invitation for Bid (IFB) No. 260178, the UA 2nd Street Bike & Pedestrian Improvements project, funded by the Federal Highway Administration (FHWA) under the Transportation Alternatives Program in partnership with the University of Arizona. The project scope encompasses conversion of the existing UA Maintenance Road into a mixed-use path (14-16 feet wide), reconstruction of ADA-compliant curb ramps and sidewalks, elimination of two-way traffic on Olive Road to create one-way northbound traffic with two bicycle lanes, installation of high-visibility crosswalks, addition of lighting to existing poles, and pavement removal and replacement across approximately 2,207 linear feet of pavement and 1,747 square yards of work. A mandatory pre-bid meeting is scheduled for Thursday, March 26, 2026, at 9:00 AM Arizona time via Zoom, with bids due by Tuesday, April 7, 2026, at 2:00 PM Arizona time through the City's online bidding portal. The project must be completed within 90 calendar days during the UA Summer Session from May 18, 2026, to August 16, 2026, with work restricted to daytime hours and prohibited during peak traffic periods (7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m., Monday through Friday). Notice of Intent to Award will be issued within 60 days of bid opening.

All bidders must submit a completed Subcontractor Listing identifying all first-tier subcontractors whose contract values exceed $5,000, along with a Proposed SBE Plan. The project includes mandatory compliance with Section 3 of the Housing and Urban Development Act of 1968, requiring at least 25 percent of all labor hours performed by Section 3 workers and at least 5 percent by Targeted Section 3 workers. Disadvantaged Business Enterprise (DBE) participation is encouraged, with contractors required to register in the Arizona Unified Transportation Registration and Certification System (AZ UTRACS) and submit detailed DBE participation records within five calendar days of bid opening. Davis-Bacon prevailing wage requirements apply, with contractors required to perform at least 30 percent of total contract work with their own organization. Bid security equal to 10 percent of the total bid amount and 100 percent performance and payment bonds are required. The estimated project cost range is between $500,000 and $1,000,000, with payment structured according to predetermined unit prices and reimbursement rates for traffic control elements. No retainage is permitted on progress payments due to federal funding requirements, and subcontractors must receive prompt payment within seven days of prime contractor receipt of funds. The contract must incorporate FHWA-required terms and conditions, Build America Buy America Act (BABAA) domestic preference requirements, and federal non-discrimination assurances in all subcontracts.
