About this file

This is a Standard Specifications document for the Pima Association of Governments (PAG) incorporated by reference into the City of Tucson's Invitation for Bid (IFB) No. 260178 for bike and pedestrian improvements to University of Arizona (UA) 2nd Street, funded by the Federal Highway Administration (FHWA) under the Transportation Alternatives Program. The project scope encompasses conversion of the existing UA Maintenance Road into a mixed-use path (14-16 feet wide), reconstruction of ADA-compliant curb ramps and sidewalks, elimination of two-way traffic on Olive Road through lane closure to create one-way northbound traffic with two bicycle lanes and widened sidewalk, installation of high-visibility crosswalks, and addition of lighting to existing infrastructure across approximately 2,207 linear feet of pavement removal and 1,747 square yards of work. The mandatory pre-bid meeting is scheduled for Thursday, March 26, 2026, at 9:00 AM Arizona time via Zoom, with bids due Tuesday, April 7, 2026, at 2:00 PM Arizona time through the City's online portal and simultaneous bid opening via Zoom. The contract must be completed within 90 calendar days during the UA Summer Session from May 18, 2026, to August 16, 2026, with work restricted to daytime hours and prohibited during peak traffic periods (7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m., Monday through Friday). Notice of Intent to Award will be issued within 60 days of bid opening, with the award going to the lowest responsive and responsible bidder.

The project estimated cost ranges between $500,000 and $1,000,000, with payment structured according to predetermined unit prices and reimbursement rates for traffic control elements and no retainage permitted on progress payments due to federal funding. Contractors must comply with Section 3 of the Housing and Urban Development Act of 1968, requiring at least 25 percent of labor hours by Section 3 workers and at least 5 percent by Targeted Section 3 workers, Davis-Bacon prevailing wage requirements, and Build America Buy America Act (BABAA) domestic preference requirements. Disadvantaged Business Enterprise (DBE) participation is encouraged as neutral efforts, with bidders required to register in the Arizona Unified Transportation Registration and Certification System (AZ UTRACS) and submit DBE documentation within five calendar days of bid opening. Small Business Enterprise (SBE) provisions mandate submission of a Subcontractors List and Proposed SBE Plan identifying all SBE and first-tier subcontractors with contract values at or above $5,000. Qualified contractors must possess current workers' compensation insurance, commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, commercial automobile liability of $1,000,000 combined single limit, and submit bid security equal to 10 percent of the total bid amount. The successful bidder must furnish 100 percent performance and payment bonds prior to contract execution and perform at least 30 percent of total contract work with their own organization.
