About this file
This is an Offer and Acceptance page for the City of Tucson related to Invitation for Bid (IFB) No. 260178 for bike and pedestrian improvements to the UA 2nd Street Maintenance Road and Olive Road, funded by the Federal Highway Administration (FHWA) under the Transportation Alternatives Program. The project scope encompasses conversion of the existing paved UA Maintenance Road into a mixed-use path (14-16 feet wide), reconstruction of ADA-compliant curb access ramps and sidewalks, elimination of two-way traffic on Olive Road by creating one-way northbound traffic with two bicycle lanes and widened sidewalk, installation of high-visibility mixed-use crosswalks, addition of lighting to existing streetcar and overhead conductor poles, and pavement removal and replacement totaling approximately 2,207 linear feet of pavement removal and 1,747 square yards of work. A mandatory pre-bid meeting is scheduled for Thursday, March 26, 2026, at 9:00 AM Arizona time via Zoom, with a mandatory bid submission deadline of Tuesday, April 7, 2026, at 2:00 PM Arizona time through the City's online bidding portal and bid opening occurring simultaneously via Zoom. The contract must be completed within 90 calendar days during the UA Summer Session from May 18, 2026, to August 16, 2026, with work generally restricted to daytime hours and prohibited during peak traffic periods (7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m., Monday through Friday). Notice of Intent to Award will be issued within 60 days of bid opening, and the contract will be awarded to the lowest responsive and responsible bidder.
The estimated project cost ranges between $500,000 and $1,000,000, with payment structured according to predetermined unit prices and reimbursement rates for traffic control elements and no retainage permitted on progress payments due to federal funding requirements. Qualified contractors must possess current workers' compensation insurance, commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, commercial automobile liability of $1,000,000 combined single limit, and provide three representative projects with similar scope and owner references. Bidders must submit bid security equal to 10 percent of the total bid amount, and the successful bidder must furnish 100 percent performance and payment bonds prior to contract execution. Contractors must comply with multiple federal requirements including Section 3 of the Housing and Urban Development Act of 1968 requiring at least 25 percent of all labor hours performed by Section 3 workers and at least 5 percent by Targeted Section 3 workers, Davis-Bacon prevailing wage requirements with certified weekly payroll submission, performance of at least 30 percent of total contract work with their own organization, and FHWA-required terms and conditions including Build America Buy America Act (BABAA) domestic preference requirements. Disadvantaged Business Enterprise (DBE) participation is encouraged with contractors required to register in the Arizona Unified Transportation Certification System (AZ UTRACS), and Small Business Enterprise (SBE) provisions mandate submission of a completed Subcontractors List and Proposed SBE Plan with bids identifying all SBE subcontractors and first-tier subcontractors with contract values at or above $5,000, with subcontractors required to receive prompt payment within seven days of prime contractor receipt of funds.
