About this file
This is an Environmental Commitments document prepared by ADOT Environmental Planning for the University of Arizona 2nd Street Bike and Pedestrian Improvements project (Project #SF025), involving the City of Tucson and the University of Arizona. The project encompasses improvements to the 2nd Street University of Arizona Maintenance Road from James E. Rogers Way to the Harshbarger Pathway and Olive Road from 2nd Street to an alleyway approximately 250 feet north of 2nd Street. The project is utilizing Federal Highway Administration (FHWA) funding. The document outlines mandatory environmental mitigation measures and contractor responsibilities that must be incorporated into project special provisions, with no changes permitted without written approval from ADOT Environmental Planning.
The environmental commitments establish specific restrictions and protective measures for contractor activities, including avoidance of active bird nests during the migratory bird breeding season (March 1 through August 31) and protection of the historic Laval Rock Wall located in Area 1 (James E. Rodgers Way to 2nd Street on the east side and N Park Avenue to Harshbarger Mixed Use Path on the south side). Contractors must employ hand excavation for work within five feet of the historic lava rock wall, establish a five-foot buffer zone delineated with University of Arizona-approved methods, and refrain from using mechanical equipment within this buffer. The contractor bears full responsibility for any damage to the historic features and must repair such damage according to University of Arizona and State Historic Preservation Office specifications at no additional cost to either the University of Arizona or the City of Tucson. Additional requirements include dust control measures during milling activities and mandatory notification to the University of Arizona Project Manager prior to commencing work within the five-foot buffer area.
