Environmental Commitments Summary
This is an Environmental Commitments document issued by ADOT Environmental Planning for the UA 2nd Street Bike and Pedestrian Improvements project (Project #SF025) involving the City of Tucson, University of Arizona, and ADOT. The project encompasses bike and pedestrian improvements to the UA 2nd Street Maintenance Road from James E. Rogers Way to the Harshbarger Pathway and Olive Road improvements. Construction is scheduled for completion within 90 calendar days during the UA Summer Session from May 18, 2026, to August 16, 2026, with work restricted to daytime hours and prohibited during peak traffic periods (7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m., Monday through Friday). A mandatory pre-bid meeting is scheduled for Thursday, March 26, 2026, at 9:00 AM Arizona time via Zoom, with bid submissions due Tuesday, April 7, 2026, at 2:00 PM Arizona time. Notice of Intent to Award will be issued within 60 days of bid opening.
The commitments document establishes contractor and City of Tucson responsibilities for environmental compliance and historic preservation. Key requirements include protection of a historic lava rock wall located from James E. Rodgers Way to 2nd Street on the east side and N Park Ave to Harshbarger Mixed Use Path on the south side, necessitating hand excavation for curb and pavement work within five feet of the wall and establishment of a five-foot buffer zone delineated with methods approved by the University of Arizona Project Manager. Contractors must avoid active bird nests during the migratory bird breeding season (March 1–August 31) and notify the Engineer if avoidance is not possible. Additional requirements include careful handling of historic features, prohibition of mechanical equipment within five feet of the lava rock wall, restriction on storing construction materials on the wall, dust control during milling activities, and contractor responsibility for repair of any damage to historic features according to University of Arizona and State Historic Preservation Office specifications at no additional cost to the University of Arizona or City of Tucson. All mitigation measures are subject to written approval from ADOT Environmental Planning, and contractors must comply with PAG Standard Specifications for Public Improvements and applicable local environmental requirements.
