About this file

This is a Plans, Specifications & Estimates (PS&E) document prepared by AECOM Transportation for the City of Tucson Department of Transportation and Mobility/Engineering Division, detailing the design for the UA 2nd Street Bike and Pedestrian Improvements project funded by the Federal Highway Administration (FHWA). The project encompasses improvements to the University of Arizona Maintenance Road from James E. Rogers Way to the Harshbarger Pathway, and Olive Road from 2nd Street extending approximately 250 feet north. The scope includes construction of a shared-use path (14-16 feet wide), new concrete curbs and sidewalks, ADA-compliant ramp installations, pavement removal and replacement, utility coordination, traffic control implementation, and associated site work. The design establishes two pavement structural sections (6-8.5 inches total thickness) with AC and aggregate base materials, incorporates curb details with vertical cuts and AC berms, and requires compliance with PAG Standard Specifications, UA Design Standards, and ADA guidelines. The plans specify control point data using NAD83 AZ State Plane Coordinate System and NAVD88 vertical datum, with construction centerlines and typical sections provided across multiple plan sheets.

The contractor must obtain all required permits, coordinate with AZ811 Blue Stake for utility location (two working days prior to construction), and verify existing utility locations with UA Facilities Management. All materials and workmanship shall conform to PAG Standard Specifications and UA Design Standards, with the contractor responsible for traffic control per the Manual on Uniform Traffic Control Devices. Traffic control barricade plans require 48-hour advance approval, and coordination with UA Parking & Transportation (520-440-7131) is mandated for striping and signing layout review prior to installation. The contractor must maintain driveway access, mail service, and waste collection during construction; protect and repair or replace any damaged improvements; and coordinate all work with the UA Project Manager regarding landscape impacts, existing features, and conduit installation for utilities. Pavement markings shall use 90-mil extruded thermoplastic striping with reflective glass beads per AASHTO standards, while signing shall comply with MUTCD standards and include bike route symbols, advisory signs, and stop signs with appropriate sheeting types. The document was signed December 15, 2025, and serves as the construction contract's design basis.
