About this opportunity
The Rose Bowl Operating Company (RBOC) is seeking a qualified Temporary Employment Staffing Agency to provide temporary workers for the Rose Bowl Stadium and adjacent Brookside Golf Courses in Pasadena, California. The procurement is a Request for Proposals (RFP) for an initial three-year contract beginning July 1, 2023, with two potential one-year renewal options. The staffing agency will be responsible for supplying temporary personnel for various roles including maintenance, administrative assistants, and guest services to support events such as UCLA football games, the annual Rose Bowl Game, international soccer matches, concerts, and multi-day music festivals. Proposal submissions are due by 12:00 pm on April 13, 2023, through the City of Pasadena's eProcurement Portal. The evaluation criteria include experience (21.4%), quality of proposed service (21.4%), cost (42.9%), local Pasadena business preference (7.1%), and small/micro-business certification (7.1%). Proposers must provide detailed pricing information using a percentage markup model and demonstrate their capability to support the diverse staffing needs of a high-profile venue.
The contract includes several set-aside and preference considerations, with points awarded for local Pasadena businesses and small/micro-business certifications. Proposers must comply with the City of Pasadena's Living Wage Ordinance, which requires contractors to pay no less than the city's living wage to employees working on the contract. The successful bidder will be required to make an annual $6,250 investment in premium seating inventory, stadium sponsorship, or Legacy donor pledge. Additionally, contractors must provide a Unique Entity Identifier (UEI) from SAM.gov and complete various disclosure forms, including conflict of interest and disqualification documents. While specific budget ranges are not explicitly stated, the comprehensive nature of the staffing requirements and the high-profile venue suggest a significant contract value. The RBOC seeks a staffing partner capable of providing flexible, high-quality temporary personnel across multiple event types and operational contexts, with a focus on supporting the stadium's diverse and dynamic event schedule.
