About this opportunity
The New Jersey Department of the Treasury, Division of Purchase and Property, is seeking a vendor to design, develop, implement, and convert the state's existing Electronic Benefits Transfer (EBT) system for the Supplemental Nutrition Assistance Program (SNAP) and various cash assistance programs, including Temporary Assistance for Needy Families, General Assistance, and Work First NJ. The vendor must complete the system conversion within 9 months and ensure 99.9% EBT system availability. The contract will be awarded as a Master Blanket Purchase Order and will serve the New Jersey Department of Human Services and the local jurisdictions of Mercer County and Trenton City. Vendors must comply with the Quest EBT Operating Rules and federal regulations, and are required to provide a fully integrated database, transaction processing, recipient and retailer communications, customer service, card issuance, and other EBT system capabilities. Quotes are due by May 24, 2021 at 2:00 PM Eastern Time.
The contract allows for set-aside participation by Small Business Enterprises (SBE) and Disabled Veteran-Owned Businesses (DVOB), though specific participation goals are not mandated. The current EBT system provider is not named, and the contract value or budget range is not disclosed. The state may separately procure individual requirements during the Blanket Purchase Order term, and the resulting contract may be extended to cooperative purchasing program participants.
