About this opportunity

San Mateo County Technology Services Department is requesting quotations for Silver Peak license renewal and maintenance for HPE Aruba Networking EdgeConnect equipment over a three-year term (November 15, 2026 through November 14, 2029), with quotations due October 27, 2026 at 1:00 p.m. and questions due October 20, 2026. Local preference under County Ordinance Code Chapter 2.89 applies to San Mateo County businesses, non-profits, and small/micro businesses.

Bidders must be HPE Authorized Channel Partners with required HPE certification or specialization level, be registered and active in SAM, and certify that all items are new and in original packaging from the manufacturer or authorized channels. The scope covers licensing, maintenance support, technical support, and timely updates across 27 line items per year, including EdgeConnect 10150 gateways, Unity EdgeConnect chassis units in multiple configurations, and Aruba EC Advanced AAS licenses at throughput levels ranging from 20M to 1G.

The County will award the contract to the lowest responsive and responsible bidder. Pricing must be submitted as net cost only, with sales and use taxes calculated separately by the County in accordance with California's expanded tax base effective January 1, 2027 for prewritten and remotely accessed software. The County explicitly will not accept proposals requiring upfront payment for the entire three-year term within a single purchase order; instead, the contract will consist of three separate annual purchase orders with payments due at the beginning of each contract year.

Required insurance includes comprehensive general liability of $1 million, motor vehicle liability of $1 million, professional liability of $1 million, and cyber liability coverage of $2 million for privacy and network security and $2 million for technology errors and omissions. The contract may be terminated for convenience with 30 days' written notice or for cause if performance is materially breached, provided funds have been appropriated and allocated by the County. Submissions are via the OpenGov portal.
