About this opportunity

Beaverton School District 48J in Oregon is requesting proposals for an insurance broker to serve as Agent of Record for the district's comprehensive insurance program, with proposals due October 26, 2026 at 2:00 PM Pacific Time through the OregonBuys system. A non-mandatory pre-proposal conference is scheduled virtually via Microsoft Teams on October 7, 2026 at 10:00 AM Pacific Time.

The scope encompasses policy placement and renewal, risk analysis, claims administration, employee health and safety consultation, insurance administration, and brokerage services. The District maintains a self-insured program with a $500,000 self-insured retention for General Liability, Property, and Workers' Compensation, with current annual premiums totaling approximately $2.47 million across ten insurance policies and programs. Proposers must demonstrate K-12 public school district experience, particularly in Oregon; maintain adequate staffing and resources; submit five professional references from similar accounts; provide comprehensive transition plans; and carry professional liability insurance and errors and omissions coverage as specified in the sample contract. The District requires a transparent, fee-based compensation arrangement with an annual flat or fixed fee covering all required services, and the broker may not retain commissions from insurers or intermediaries unless expressly identified and credited against the annual fee.

The contract is effective upon full execution through June 30, 2029, with the option for the District to extend the contract for up to nine additional one-year terms or elect a multi-year extension. The estimated contract start date is January 4, 2027. Evaluation criteria weight experience and qualifications at 20 points, staffing and key personnel at 30 points, approach and operations at 25 points, price schedule at 20 points, and insurance and supplementary contract terms at 5 points, with interviews and references contributing an additional 25 points for a maximum total of 125 points. The evaluation committee will conduct interviews with the top two to three ranked proposers on an estimated date of November 18, 2026.
