About this opportunity

The Oregon Health Authority's Public Health Division is requesting proposals for ongoing maintenance, enhancement, modernization, and support of ORPHEUS, the Oregon Public Health Epidemiology User System, under RFP S-44300-00017134, with proposals due September 24, 2026. A Notice of Intent to Award issued August 13, 2026, names AppWorks Inc. (DBA Direct Impact Solution USA Inc.) as the selected awardee pending contract negotiation and execution anticipated October 1, 2026; protests must be filed by August 19, 2026, at 3:00 PM.

ORPHEUS is a mission-critical statewide disease surveillance platform serving approximately 400 state, local, and Tribal public health professionals with 24/7/365 availability requirements. The contractor must maintain a FileMaker Certified Developer (version 20 or later) with a minimum of ten years of experience developing complex FileMaker-based systems and experience supporting mission-critical health or public health systems subject to HIPAA or comparable data-protection requirements. A designated Project Manager with minimum five years of experience managing similar projects is also required. The vendor must demonstrate a minimum of three years of continuous operation providing comparable services and must submit work samples from two relevant projects demonstrating experience in automation, interoperability, or public health practice.

Services include administrative and project support, standard maintenance and enhancements, break/fix and defect correction, modernization and scalability support, rapid-response development for emerging public health conditions, continuity of operations planning, and specialized technical expertise in FileMaker platforms and secure public health data workflows. Pricing is structured as hourly rates for proposed roles (developers, project managers, and other personnel) accompanied by estimated hours for each work category, using the generic price proposal form (Attachment E); the State does not require a single total cost estimate for the entire contract period.

The initial contract term is two years with options to renew up to a cumulative maximum of four years. Evaluation criteria are organizational profile (10 points), experience and capabilities (30 points), key persons and organizational structure (25 points), scope of services (25 points), performance metrics and service-level agreements (5 points), and price proposal (5 points), totaling 100 points. A Certified Disadvantaged Business Outreach Plan (Attachment F) is required; submission is not scored but documents commitment to equal opportunities for certified DBEs, MBEs, WBEs, SDVs, and ESBs under Oregon Certification Office for Business Inclusion and Diversity standards.
