About this opportunity
The City of Port Orange, Florida is requesting proposals for elevation services on eleven single-family flood-prone residential structures under RFP 26-24-CW, with proposals due November 13, 2026, at 4:00 PM and a non-mandatory pre-submittal conference on October 19, 2026, at 10:00 AM. Respondents may propose elevation work on any number of structures from one to all eleven with no preference given for bidding all properties. This is a federally-funded project (75 percent FEMA Hazard Mitigation Grant Program, 25 percent local homeowner match) subject to federal procurement regulations, debarment certification, E-Verify requirements, and prevailing wage compliance under the Davis-Bacon Act.
The scope encompasses turnkey structural elevation services including structural and geotechnical assessments, boundary and topographic surveys, engineering and construction plan preparation, permitting, utility disconnection and reconnection, foundation construction using new open foundations on concrete pilings to achieve 9-foot clearance above existing ground, medically-necessary ADA-compliant lift platform installation on two structures, site restoration and landscaping, and post-improvement elevation certificates. Properties span Port Orange locations with current finished floor elevations from 3.5 to 7.6 feet. All work must comply with the Florida Building Code, ASCE 24-14, Federal Flood Risk Management Standards, and National Flood Insurance Program standards. Contractors must hold Florida commercial licensure and provide minimum three verifiable references from similar projects.
The contract term commences within ten calendar days of Notice to Proceed and requires substantial completion by January 31, 2028, and final completion by March 1, 2028. Respondents must submit a Bid Bond, Payment and Performance Bond equal to 100 percent of the contract amount, and Certificate of Insurance naming the City as additional insured. Proposals must remain firm for 120 days. Questions are due October 26, 2026. Contractors must provide quarterly progress reports supporting federal grant submissions and submit closeout documentation including building permits, certificates of completion, product specifications, and final lien waivers. The awarded contractor must comply with 44 C.F.R. Part 18 lobbying certification, hold valid workers' compensation insurance, complete debarment/suspension certification, and certify non-use of human trafficking coercion under Florida Statutes Section 787.06.
