About this opportunity
The Orange County Transportation Authority is requesting quotes on fire extinguisher maintenance services for a two-year blanket purchase order term, with quotes due May 20, 2026 and questions due April 30, 2026. All firms must certify they are not subject to Ukraine/Russia-related economic sanctions imposed by California or the United States Government, including Presidential Executive Orders 13660, 13661, 13662, 13685, and 14065, to be eligible.
The scope covers inspection, servicing, recharging, hydrostatic testing, and repair services for approximately 1,339 fire extinguishers of various types and sizes across six Orange County facilities: Garden Grove Base, Anaheim Base, Santa Ana Base, OC Streetcar, and two Irvine locations. Services include annual inspections, six-year internal maintenance, five-year and twelve-year hydrostatic testing intervals, weekly or on-demand recharging, leak repairs, and provision of loaner units during off-site testing. The contractor must maintain a Type B + Type D Concern License issued by the California Fire Marshal. Approved equals will be accepted. Services are provided on an as-needed basis with no guarantee of usage.
The estimated contract value is $55,000 over the two-year term, funded through local Measure M. The incumbent contractor is Majestics Fire Inc. under Contract C32615. Award will be made to the lowest responsive and responsible firm on a lump sum basis; evaluation is based solely on cost at 100 percent weight. Firms that do not bid on all line items in the Pricing Proposal will be deemed non-responsive and excluded. Pricing must remain firm throughout the contract term with no increases permitted; all price decreases automatically extend to the Authority. The contractor must maintain Commercial General Liability ($1,000,000 per occurrence / $2,000,000 general aggregate), Automobile Liability ($1,000,000 combined single limits), Workers' Compensation as required by California, and Employers' Liability ($1,000,000). Award may be made without further discussion.
