About this file

This Scope of Work document outlines fire extinguisher maintenance service requirements for the Orange County Transportation Authority (OCTA) across six designated facilities in California. OCTA requires on an as-needed basis, with no guaranteed usage, comprehensive inspection, servicing, and repair services for an approximate inventory of 1,339 fire extinguishers of various types and sizes. Services include annual inspections, six-year internal maintenance, hydrostatic testing (five-year and twelve-year intervals), recharging, leak repairs, and provision of loaner units during off-site testing. The contractor must perform weekly or on-demand recharge services and conduct annual walk-through inspections at maintenance bases, coordinating all scheduling with OCTA's Manager of Facilities Maintenance or Storeroom Supervisor. Service locations include Garden Grove Base, Anaheim Base, Santa Ana Base, OC Streetcar facility, and two Irvine bases. Written questions must be submitted by April 30, 2026, with responses issued by May 4, 2026. The contract term is two years with a budgeted amount of $55,000, and award will be made to the lowest responsive, responsible firm on a lump-sum basis.

The contractor must maintain a minimum BD license issued by the State of California Fire Marshal. Invoices must include the purchase order number, base location, service date, and itemized service details, submitted via email to VendorInvoices@octa.net. Non-compliance with invoice requirements will result in payment processing delays. Bidders must bid on all line items in the Pricing Proposal to be considered responsive. All firms certifying their quote agree to comply with Ukraine/Russia-related economic sanctions imposed by the State of California and the United States Government, including Presidential Executive Orders 13660, 13661, 13662, 13685, and 14065. The contract will be awarded without further discussion, and the successful firm must comply with all applicable Equal Employment Opportunity Laws and Regulations.
