About this file

This Scope of Work document outlines fire extinguisher maintenance service requirements for the Orange County Transportation Authority (OCTA) in California. OCTA seeks qualified contractors to provide inspection, servicing, and repair services for fire extinguishers at designated facilities on an as-needed basis with no guaranteed usage. The services encompass annual inspections, six-year internal maintenance, and hydrostatic testing for various extinguisher types including dry chemical, Halon, Halotron, and CO2 units. The OCTA maintains an approximate inventory of 1,339 fire extinguishers across multiple sizes, with the largest quantities being 660 five-pound extinguishers and 250 two-pound extinguishers. Service locations include six facilities across Orange County: Garden Grove Base, Anaheim Base, Santa Ana Base, OC Streetcar, and two Irvine locations. The contract term is two years with a total budget of $55,000. Questions or clarifications must be submitted in writing no later than 12 p.m. on April 30, 2026, with written responses issued by May 4, 2026. Award will be made on a lump sum basis to the lowest responsive and responsible firm.

Contractors must bid on all line items to be considered responsive and must maintain a Type B + Type D Concern License (BD) issued by the California Fire Marshal. Services include weekly or as-needed recharge services, leak repairs, loaner extinguisher provision during off-site testing at no additional cost, annual walk-through inspections at all maintenance bases, and coordination with OCTA's Manager of Facilities Maintenance. Contractor responsibilities also include providing standard preventative maintenance parts such as O-rings, valve stems, gauges, nozzles, hoses, handles, and various powder types. Invoicing requirements mandate inclusion of the purchase order number, base location, service date, and itemized service details submitted to VendorInvoices@octa.net. Non-compliance with invoice requirements will result in payment processing delays. Approved equals will be accepted, and firms must certify compliance with Ukraine/Russia-related economic sanctions imposed by California and the U.S. Government.
