About this file

This is a Price Summary Sheet (Exhibit B) for Request for Quotes 250244 issued by the Orange County Transportation Authority in California for fire extinguisher maintenance services. The Authority seeks qualified firms to provide maintenance services on an as-needed basis with no guaranteed minimum or maximum usage over a two-year contract term. The RFQ requires bidders to submit unit prices for each line item electronically through the OpenGov system, and firms that fail to bid on all line items will be deemed non-responsive and excluded from consideration. Written questions or clarifications must be submitted by 12:00 p.m. on April 30, 2026, with written responses to be issued by addendum no later than May 4, 2026. Award will be made to the lowest responsive and responsible firm on a lump sum basis, and the successful contractor must comply with all applicable Equal Employment Opportunity Laws and Regulations.

Pricing must remain firm throughout the contract term with no price increases permitted during the Blanket Purchase Order period; all price decreases will automatically be extended to the Authority. The contractor guarantees that quoted prices are equal to or less than those quoted to any other local, state, or federal government entity for equal or lesser scope services and certifies that it is not subject to Ukraine/Russia-related economic sanctions imposed by California or the United States Government. All invoices must be itemized with material costs included and supporting documentation for items exceeding $500; miscellaneous items not listed require written Authority approval and pricing based on current published pricing less the bidder's stated discount. The Authority has allocated a $55,000 budget for the two-year term and may enforce, adjust, negotiate, or cancel escalating price contracts as it deems appropriate, while maintaining the net dollar profit amount as firm with no adjustments permitted that would increase contractor profit.

EXHIBIT B

PRICE SUMMARY SHEET

1. Bid Instruction: To submit a Bid, firms must complete Section IV, Bid Package, in its entirety by electronically entering the Unit Price for each line item directly into the OpenGov system.

All required fields must be filled in. Incomplete entries may result in the bid being deemed non-responsive.

2. Estimated quantities listed below are for evaluation purposes only and do not imply any guaranteed minimum or maximum usage by the Authority. Contractor agrees to supply the office supplies on an as-needed basis to the Authority, at the rate listed below, regardless of quantity requested.

3. Invoices must be itemized, include all material costs, and be accompanied by supporting documentation for any part exceeding $500. Contractor is required to substantiate the actual cost of replacement parts. Payment is contingent upon the provision of such proof.

4. MISCELLANEOUS ITEM DISCOUNTS: Miscellaneous items not listed below may be purchased against the Contract. Bidder shall provide the Authority with a quote and obtain written approval from the Authority for all miscellaneous materials, parts and shop supplies prior to placing order. Pricing shall be based on the most current published pricing, catalog or other source, less bidder’s discount listed below. Bidder shall provide the list price and discount price on all invoice(s) for all miscellaneous items.

5. PRICE INCREASES/DECREASES: No price increases will be permitted during the term of the Blanket Purchase Order. All price decreases will automatically be extended to Authority.

Authority requires bona fide proof of cost increases on Contracts prior to any price adjustment.

A minimum of ninety (90) days advance notice in writing is required to secure such adjustment.

No retroactive price adjustments will be considered. Authority may enforce, adjust, negotiate, or cancel escalating price Contracts or take any other action it deems appropriate, as it sees fit. The net dollar amount of profit will remain firm during the period of the Blanket Purchase Order. Adjustments increasing the Contractor's profit will not be allowed.

6. FIRM DISCOUNT AND PRICING STRUCTURE: Contractor guarantees that prices quoted are equal to or less than prices quoted to any other local, State or Federal government entity for services of equal of lesser scope. Contractor agrees that no price increases shall be passed along to Authority during the term of this Blanket Purchase Order.
