About this opportunity
The Texas Department of Motor Vehicles (TxDMV) is issuing a Request for Offers (RFO) for an Inventory Management System (IMS) to support changes enacted by House Bill 718 from the 88th Texas Legislative Regular Session. The RFO seeks a cloud-based IMS solution to oversee the distribution of metal license plates to motor vehicle dealers and monitor other inventory items statewide. Key deliverables include functionality for profile management, license plate manufacturing, inventory allotment, order processing, inventory receipt and assignment, quality control, enforcement, and reporting. The IMS must be able to handle an estimated 5 million vehicles per year and support 25,000 dealerships. Respondents must provide a comprehensive project plan to implement the IMS by July 1, 2025. Evaluation criteria focus on the respondent's qualifications, understanding of the project, ability to meet technical requirements, and approach to remediation and disaster recovery.
The RFO includes a 26% Historically Underutilized Business (HUB) subcontracting goal, and respondents must submit a completed HUB Subcontracting Plan demonstrating their good faith efforts to utilize HUB vendors. The current inventory management process is manual, and the RFO does not list any incumbent vendors. While a budget range is not provided, the total solicitation proposal amount is listed as $0.00, and the contract term is anticipated to be from the effective date until August 31, 2025, with optional extensions up to seven years.
Opportunity text
The Texas Department of Motor Vehicles ("TxDMV")is responsible for implementing House Bill ("HB") 718 from the 88thTexas Legislative Regular Session. HB 718, in part, enacted changes to Chapter503 of the Texas Transportation Code, requiring motor vehicle dealers to issuemetal license plates from TxDMV for sold vehicles, thereby eliminatingtemporary paper buyer's tags. TxDMV must ensure dealers can obtain enoughplates in advance to avoid disruptions, establish rules for plate limits, andmonitor dealer plate acquisitions. Consequently, a statewide license plate inventorymanagement system ("IMS") is necessary to oversee plate distribution andmonitor other various inventory items related to the mandated changes.
