About this file
This document is an addendum to a Request for Offers (RFO) issued by the Texas Department of Motor Vehicles (TxDMV) for an Inventory Management System (IMS). The purpose of the addendum is to provide TxDMV's responses to vendor questions and clarifications related to the RFO. The RFO is seeking an IMS to support the implementation of changes to Texas Transportation Code Chapter 503, which requires motor vehicle dealers to issue metal license plates from TxDMV. The IMS is necessary to oversee plate distribution and monitor other inventory items. The addendum indicates that the system would leverage TxDMV's internal webDealer system for user logins, with an estimated 23,000 dealerships and 422 Tax Assessor Collectors potentially requiring access, in addition to regional service centers and DMV headquarters personnel.
Regarding pricing, the addendum notes that TxDMV is unable to provide a budget at this time, as it will be determined based on the responses to the solicitation. The current inventory management process is manual, using a Microsoft Access database. The total volume of inventory is estimated at 5.4 million license plates distributed in the previous fiscal year, along with various non-controlled items to support the Tax Assessor Collectors.

Attachment A - Addendum 1: Questions and Answers RFO No. 608-24-20855A Inventory Management System
# Question TxDMV Response
1 What is the budget for this RFO?
The agency is unable to provide a budget at this time, as the budget amount will most likely be determined and based on responses to this solicitation.
2 How many users will be using the product?
It depends on system implementation, system would not likely require an independent login as were hoping to levelage our internal webDealer system for login.
There are currently close to 23K dealerships that have to be able to receive plates and access the system. Assumption: there will be multiple logins per location.
There are 422 Tax Assessor Collectors throughout 254 counties, also with personnel that may have some access.
Also, there are over 16 regional service centers and DMV HQ personnel, requiring predeterimined access.
Lastly, there is the inventory mgmt. warehouse with potential access.
What is the current inventory management system you are using?
Allocations is currently managed through MS Access Database, very manual process.
What are the different sections in the warehouse, what are they? For example) aisles, bins, rows, levels
As we have not established the warehouse yet, we can not definitively answer #4
5 What is the volume of the inventory?
We estimated a total of 5.4 million plates were distributed last FY along with various non-controlled items, which would accommodate the warehoused items to support the TACs.
