About this file

This document is a Request for Offers (RFO) for an Inventory Management System (IMS) issued by the Texas Department of Motor Vehicles (TxDMV). TxDMV is responsible for implementing changes to Texas Transportation Code Chapter 503, which requires motor vehicle dealers to obtain metal license plates directly from TxDMV rather than using temporary paper buyer's tags. The RFO seeks a statewide IMS to oversee plate distribution and monitor other inventory items related to these changes. Respondents must demonstrate their capability and experience in meeting the state's requirements, including the ability to handle 5 million vehicles per year and support 25,000 dealerships, as well as provide a comprehensive project plan to implement the system by February 1, 2025.

The RFO outlines specific evaluation criteria, including the respondent's historical background, understanding of the project, qualifications of key personnel, remediation procedures, and disaster recovery planning. Respondents must address all required sections in their proposals to be considered. The total available points for the evaluation is 75, with the majority (45 points) focused on the respondent's ability to meet the state's needs.
