The scope of work encompasses the rehabilitation of twenty-six (26) manholes, thirteen (13) detection stations, two (2) pump stations, and five (5) sanitary lift stations located within Class I and Class III landfill leachate collection systems in Central Palm Beach County, along with the replacement of eleven (11) manhole covers and rims featuring Round F900 heavy-duty access covers. The contractor must furnish all labor, materials, equipment, and incidentals required to complete comprehensive cleaning, surface preparation, and application of protective epoxy coatings using exclusively Warren Environmental products applied by trained and authorized Warren Environmental applicators. Key requirements include that the successful contractor must be a licensed and authorized Warren Environmental products applicator with a minimum of five (5) years' demonstrated experience in manhole, sanitary station, and wet well rehabilitation as outlined in Technical Specifications 02767, with all materials conforming to Warren Environmental solvent-free, 100% solids, high-build protective epoxy specifications rated for corrosive wastewater and industrial environments. The contract is structured as a phased project with an initial two (2) year period and an optional one (1) year renewal at the Authority's sole discretion, with the contractor required to mobilize crew on-site within thirty (30) calendar days of notice to proceed. Sealed bids must be submitted electronically through the Authority's e-procurement system (Bonfire) by 2:00 p.m. prevailing time on Wednesday, May 6, 2026, with public opening immediately thereafter; a non-mandatory pre-bid conference is scheduled for Wednesday, April 22, 2026, at 10:00 a.m. at the Authority's administration building in West Palm Beach, Florida, with site visits available following the conference. Bidders must submit all questions and clarification inquiries through Bonfire by the deadline specified in the bid documents, and the Authority will provide responses that may include written addenda.
