About this file

This is a Bid Form (Section 00300) for Invitation to Bid (ITB) No. 26-403/DL issued by the Solid Waste Authority of Palm Beach County for the Rehabilitation of Manholes, Sanitary Stations and Wet Wells - Phased Projects. The project requires a licensed and authorized Warren Environmental products applicator with a minimum of five years' experience to perform rehabilitation work on 26 manholes, 13 detection stations, 2 pump stations, 5 sanitary lift stations, and replacement of 11 manhole covers and rims within the Class I and Class III landfill leachate collection systems. Work includes cleaning and protective coatings as detailed in Technical Specifications 02767. The contract is structured as phased projects with an initial two-year term and an optional one-year renewal subject to the Authority's sole discretion. Contractors must mobilize crew on-site within 30 calendar days and provide all labor, materials, equipment, and incidentals necessary for completion. The bid form requires bidders to submit pricing for five sections: Mobilization/Demobilization, Rehabilitation of Manholes (40 items with depths ranging from approximately 12.79 to 19.99 feet), Replace Manhole Covers and Rims (11 units), Rehabilitation of Lift Stations (4 items), and Rehabilitation of Pump Stations (2 items), with the award based on the lowest aggregate grand total across all sections.

Bidders must submit all pricing through the electronic Bonfire platform by the specified deadline and are required to provide bid security equal to 5% of the bid price. The pricing structure includes mobilization/demobilization rates; normal service labor rates for work during standard business hours (7:00 AM to 5:00 PM, Monday through Friday) with 30-day response time; emergency service rates for situations affecting site operations with a 5-day response time; and premium/holiday rates for work outside normal business hours and on weekends or observed holidays. All labor rates must include direct labor, overhead, profit, supervision, insurance, consumables, and associated costs, while material costs, specialty rental equipment, and specialty tools are billed separately. Bidders acknowledge that if they submit $0.00 for mobilization/demobilization, all related transportation and movement costs must be incorporated into individual bid item pricing with no recourse for additional payment. The Authority reserves the right to reduce or delete work items as necessary and to reject any or all bids. Performance and Payment Bonds, material freight, spare parts procurement, and permits are excluded from the mobilization/demobilization rate.
