About this file
This is a Section 01153 Change Order Procedures document for a Florida state and local contract opportunity (ITB No. 26-403/DL 01153) for the Rehabilitation of Manholes, Sanitary Stations and Wet Wells - Phased Projects. The proposed work includes rehabilitation of twenty-six (26) manholes, thirteen (13) Detection Stations, two (2) Pump Stations, replacement of eleven (11) Manhole Covers and Rims in Class I and Class III landfill leachate collection systems, and five (5) Sanitary Lift Stations, with work encompassing cleaning and protective coatings. The contractor must be a licensed and authorized Warren Environmental products applicator with a minimum of five (5) years' experience and shall provide all labor, materials, equipment, and incidentals required. This is a phased project with an initial two (2) year contract period and an option to renew for an additional one (1) year at the Authority's sole discretion. Bidders must submit responses electronically through Bonfire by the date and time specified in the solicitation, and all questions or clarification inquiries must be submitted through Bonfire by the deadline specified in the bid document.
The Change Order Procedures section establishes the framework for managing modifications to the contract scope. The contractor must designate authorized personnel in writing to accept changes and inform others of authorization, while the Owner will designate an authorized person to execute Change Orders and Work Change Directives (WCD). Changes may be initiated by either the Owner through a Request for Proposal or by the contractor through written notice. Documentation requirements are extensive and include detailed labor, equipment, product, and cost information; time records; receipts and invoices; and justification for any changes to Contract Time. Change Orders may be structured as lump-sum/fixed price, unit price, or time-and-material/force account arrangements, with the Owner preparing all Change Orders, Field Orders, and WCDs. The contractor must maintain detailed records, periodically revise the Schedule of Values and Construction Schedule to reflect changes, and enter pertinent changes in Project Record Documents upon completion.
