About this opportunity
The State of Illinois Department of Transportation (IDOT) is conducting a rebid solicitation (B50131) for the one-time purchase of multiple trailer units across nine districts (D1 through D9) and the DL division. The procurement seeks various specialized trailer configurations including deck-over-the-wheels (DOTW) tandem and triple-axle tag trailers, partial and full tilt-deck equipment trailers, drop-deck lowboy trailers with detachable gooseneck capabilities, brine tanker trailers, dump trailers, enclosed van body trailers, and semi-trailers with load capacities ranging from 5,000 to 100,000 pounds. Each specification document provides detailed technical requirements for individual trailer models, including mandatory equipment features such as electric or air braking systems, LED lighting, specific deck dimensions and heights, tie-down systems, hydraulic hoists or pumps where applicable, and comprehensive safety compliance with Federal, State, OSHA, ANSI, and NEMA standards. All equipment must be newly manufactured (not remanufactured or reconditioned), complete with all accessories mounted and ready for immediate use upon delivery, and must include manufacturer's standard one-year warranties covering all defective parts and workmanship, operator and service manuals, and factory-provided instructional training for departmental personnel. Bidders must quote manufacturers' latest standard models without deviations intended to reduce costs, submit descriptive literature and specification acknowledgments with their responses, and be established manufacturers or authorized dealers with service capability within Illinois. The solicitation was posted December 29, 2025, with a bid due date of February 5, 2026, and all bids must be submitted electronically through the BidBuy procurement system.
Bidders responding to this solicitation must comply with Illinois Procurement Code provisions and may claim Illinois Business Preferences or Domestic Product Preferences through appropriate affidavits and designations on the bid form. The solicitation includes a 3% Business Enterprise Program (BEP) goal for participation by minorities, women, and persons with disabilities, requiring submission of a completed Utilization Plan with good faith effort documentation; failure to submit renders the bid non-responsive. Vendors must submit either a Vendor Disclosure form (if not registered with the Illinois Procurement Gateway) or an IPG Active Registered Vendor Disclosure form, along with proof of General Commercial Liability insurance ($1,000,000 per occurrence/$2,000,000 annual aggregate), Auto Liability coverage ($1,000,000 per occurrence), and Workers' Compensation Insurance as required by law. The contract includes a $15 minority contractor initiative fee for contracts exceeding $1,000, deductible from the first payment. Delivery must occur F.O.B. destination during regular work weeks between 8:00 a.m. and 2:00 p.m., with pricing required to be firm and all freight costs included in unit prices. The initial contract term is 12 months with a maximum total contract duration not to exceed 10 years including any renewal options, and the contract does not receive federal funding. Award will be made to the lowest priced responsive and responsible bidder, with no subcontractors permitted, and bids must remain firm for 180 days from opening.
