This is a specification document issued by the State of Illinois Department of Transportation Bureau of Business Services for procurement of a tandem axle trailer with detachable hydraulic gooseneck. The specification details requirements for a drop-deck style (lowboy) trailer with an on-deck load capacity minimum of 70,000 lbs., dual wheels (eight wheels total), and tandem axles spaced no less than 49 inches apart. The trailer must feature a hydraulically removable gooseneck accepting 5th wheel heights from 48" to 51" with a minimum 98-inch swing clearance, a 102-inch overall deck width with 24 feet of clear deck load space, and a maximum transport height of 24 inches when loaded. The deck must include 1.5-inch thick industry-standard hardwood, a minimum of 11 heavy-duty swinging outriggers per side on 24-inch centers, front loading ramps with grouser bars, and tie-down provisions. The specification was issued in August 2025 and applies to equipment for use in Department of Transportation operations for multi-purpose hauling.

The specification requires bidders to submit complete bids with descriptive literature and acknowledgment of all requirements. Units must comply with all current Federal and State safety standards, OSHA, ANSI, NEMA requirements, and Illinois Motor Vehicle Laws. The successful bidder is responsible for bearing costs of minor modifications if required and contained within the specifications. All equipment must be furnished with a manufacturer's standard warranty covering all defective parts and workmanship for a minimum of one year from date of acceptance, with all defects corrected at no cost to the State. Bidders must provide copies of all operators' manuals, parts lists, warranty information, and service or shop manuals at delivery, and qualified factory or dealer personnel must provide instruction covering operation, routine service, and maintenance for all assigned personnel at the headquarters location.
