About this file
This is a Questions and Answers Amendment document issued by the Illinois Department of Transportation (IDOT) for a rebid solicitation covering multiple trailer types designated D1 through D9 and DL. The solicitation requests various trailer configurations including flatbed trailers, dump trailers, and specialized equipment trailers with specific deck lengths, axle configurations, ramps, and hoist systems. Bidders submitted clarification questions regarding specifications for models including T-50LP, T-30LP, T-70DTG trailers and various deck length configurations, ramp specifications, and optional equipment such as beavertails, hydraulic dovetails, and grated storage areas above rear axles.
IDOT's responses consistently reinforce that bidders must quote strictly per specification without exceptions, referencing State Procurement Office (SPO) and Procurement guidelines that prohibit exceptions to stated requirements. The agency clarified several conflicting or ambiguous specifications by directing bidders to specific pages within the specification document for district-specific options and configurations. Visual reference images and drawings provided by the agency are noted as reference materials only, with the actual specification document (538-60-10 Rev2025May) serving as the binding requirement for bids. No pricing information, award dates, or contract terms are addressed in this amendment document.

B-50131 - REBID Trailers D1, D2, D3, D4, D5, D6, D7, D8, D9, DL Questions & Answers Amendment 1
Question 1 - 538-60-04 D7, IDOT states 20’ deck first then a couple pages later they state 18’, please clarify.
Answer 1 - This is a District specific optioned trailer, and the deck length is clarified under that portion of specification on page 4.
Question 2 - 539-60-03 we can quote a T-50LP and match most specs, but we do not have a ramp option matching or coming close to the spec. Can I quote with an exception?
Answer 2 - Per SPO and Procurement guidelines exceptions are not allowed. Please bid per specification.
Question 3 - 539-60-04 we can quote a T-30LP but the ramps they request are not an option. Can I quote with an exception?
Answer 3 - Per SPO and Procurement guidelines exceptions are not allowed. Please bid per specification.
Question 4 - 539-60-05 This one asks for a 20’ + 5’ beavertail in the first part of the bid then asks for a 20’ + 10’ hydraulic dovetail a couple pages later. If they want the 20’ + 5’, we can quote that, if they want the hydraulic tail, we do not have that as an option in our line up. Can I quote with an exception?
Answer 4 - Per SPO and Procurement guidelines exceptions are not allowed. Please bid per specification.
Question 5 - 539-60-05 D6 is also asking for two different configurations, one with 20’ deck then says 25’. Both can be quoted, but the ramps they are asking for are not available. Can I quote with an exception?
Answer 5 - This is a District specific optioned trailer, and the deck length is clarified under that portion of specification on page 6.
Per SPO and Procurement guidelines exceptions are not allowed. Please bid per specification.
Question 6 - 543-60-10 Appears to be a T-70DTG with specs that we can provide, we will need clarity on a couple specs pertaining to this trailer prior to quoting.
· ‘Area above the rear axles ‘open grated’ to store items’ – I am not sure what they are expecting here but we do have a removable tray that can bolt on over the axles.
Answer 6 - This is clarified on page 3.
· Wheel covers, do they want them to be bolt on or weld on Manufacturer’s standard if this is in reference to wheel bolsters/openings.
Question 7 - 543-60-10 D3 Same as the one above but with longer deck and top deck on gooseneck.
· ‘Area above the rear axles ‘open grated’ to store items’ – I am not sure what they are expecting here but we do have a removable tray that can bolt on over the axles.
Answer 7 - This is clarified on page 3.
· Wheel covers, do they want them to be bolt on or weld on Manufacturer’s standard if this is in reference to wheel bolsters/openings.
Question 8 - 545-60-26 D1 they are requesting the trailer to have a 96” swing, 25 and 26’ deck, 3 axles and a beavertail, this will put the trailer over 53’ long, will IDOT be OK with that? The ramps they are requesting to go from the deck to wheel area are not an option but we can add a shallower slope to make it easier to drive up to the wheels area.
Answer 8 - This is a District specific optioned trailer, and the deck length is clarified under that portion of specification on page 6. Per SPO and Procurement guidelines exceptions are not allowed. Please bid per specificationQuestion 9 - 549-60-09 Seems to be a standard 14k dump trailer but they do not specify a length of dump box.
Answer 9 - This is clarified on page 2.
Question 10 - 549-60-09 D7 We do not offer a telescopic dump hoist, if IDOT is OK with a scissor hoist we can quote that.
Answer 10 - This is a District specific optioned trailer.
Per SPO and Procurement guidelines exceptions are not allowed. Please bid per specification.
Question 11 - “Do you have an image of what you are trying to achieve?”
Answer 11 - Attached drawings, pictures, or diagrams are for visual reference only, please bid per specification. References to bidder’s product do not compel acceptance.
Bidder supplied image of yellow or orange trailer is “similar” in design less the steel tread plate floor. Specification 538-60-10 Rev2025May provides what we are trying to achieve, visual references only below.
