About this file

This is a specification document issued by the State of Illinois Department of Transportation Bureau of Business Services for the procurement of a sliding triple axle semi-trailer. The specification details requirements for a heavy-duty, multi-purpose hauling trailer with a minimum load capacity of 70,000 pounds on deck and a 100,000-pound distributed load GVWR. The trailer shall be a fifth wheel style with twelve wheels on the ground across three axles, feature a 52'-6" overall deck length with a 42'-0" minimum main deck load space, and include hydraulic tilting capabilities with sliding axles. The specification is comprehensive, requiring bidders to quote on the manufacturer's latest standard model complete with all standard equipment and any specified optional equipment, with deviations aimed at obtaining low prices deemed unacceptable. No specific response date, bid deadline, site visit, or bidder's conference information is provided in the document, nor are award dates or contract term details specified.

The specification does not include pricing information, set-asides, incumbent contractor details, or funding sources and amounts. However, the document establishes extensive equipment and accessory requirements including air ride suspension, full air anti-lock brakes on all wheels, hydraulic planetary winch with 45,000-pound line pull capacity, LED lighting compliant with Illinois Motor Vehicle Laws and Federal requirements, and either standard paint or powder coat finish depending on district configuration. A minimum one-year manufacturer's warranty covering all defective parts and workmanship is required, along with operator manuals, parts lists, service manuals, and factory-provided educational instruction on operation, routine service, and maintenance to be delivered upon delivery or scheduled thereafter. Bidders must acknowledge receipt and understanding of the specification and submit copies of descriptive literature with their bid response.
