About this file

This specification document outlines requirements for stationary deck equipment trailers for the State of Illinois Department of Transportation Bureau of Business Services. The agency seeks tandem axle trailers for multi-purpose hauling across multiple districts (D1 through D9 and DL). The specification calls for equipment with a minimum 14,000 lbs. GVWR and on-deck load capacity of 11,000-12,000 lbs., featuring a wooden deck with 2"x6" planks, dual rear ramps with spring assist, full-width headboard, heavy-duty fenders with rub rails, and stake pockets. Base specifications include a 20-foot deck length and 82-inch minimum inside fender width. District 7 specifications modify the base requirements to an 18-foot deck length in lieu of the standard 20-foot length, add deck access steps on both sides of the trailer forward of the fenders, replace dual rear ramps with a full-width metal mesh-type folding design (minimum 40"W x 60"L per section), extend the trailer tongue a minimum of 72 inches from drawbar to pintle plate with a 2'x3' mounting plate for a toolbox, and require an extended 14-inch minimum height perimeter rub rail with mesh covering. All trailers must comply with current Federal, State, OSHA, and ANSI safety standards and include electric brakes with sealed breakaway systems, LED lighting with DOT-approved reflective conspicuity tape, a 7-way SAE/ATA electrical connector, and suspension using minimum 7,000 lb. axles with spring or torsion flex design.

Bidders must submit complete manufacturer's latest standard models with all standard and specified optional equipment included in the quoted unit price. Manufacturer's warranty coverage must include all defective parts and workmanship for a minimum of one year from date of acceptance, with warranty service provided at no cost to the State. The State reserves the right to request unit demonstrations prior to delivery, with any minor modification costs borne by the successful bidder. Bidders must provide specification acknowledgment, descriptive literature, copies of all operators' manuals, parts lists, warranty information, service or shop manuals (which may be provided on flash drive), and qualified factory or dealer personnel to provide instructional training covering operation, routine service, and maintenance to all assigned personnel at the headquarters location. Educational instruction videos covering unit operation shall be provided if available.
