About this file

This is a specification document issued by the State of Illinois Department of Transportation Bureau of Business Services for the procurement of a utility stationary deck trailer to be used by the Department's Operations crew for landscape and mowing purposes. The specification calls for a tandem axle utility deck trailer with a minimum 7,000 lbs. Gross Vehicle Weight Rating and an on-deck load capacity of 5,000-6,000 lbs. District 6 Operations has specified a 10-foot deck length, which deviates from the base 20-foot specification. The trailer must feature a minimum 82-inch interior fender width (not exceeding 102 inches overall width), a single rear ramp gate with mesh or grate construction, heavy-duty fenders with tubular perimeter rub rails, standard stake pockets, 2-inch by 6-inch wooden deck planks, and a minimum of six flush-mounted D-rings rated at 5,000 lbs. each. The specifications require all bidders to quote on manufacturers' latest standard models complete with standard equipment and any specified optional equipment included in the unit price, with no deviations acceptable for cost reduction purposes.

The trailer frame shall be constructed of 50,000 psi steel with wide flange beams, channels, or tubular steel main beams, and shall include a bumper-pull A-frame tongue design with a 3-inch pintle connection rated for minimum 5,000 lbs., adjustable channel height, and tongue jack with sand or flat shoe. The trailer must be equipped with a minimum of two 3,500 lb. axles with spring or torsion flex suspension, EZ lube hubs, and electric self-adjusting brakes on both axles. Tires must be new, first-run quality ST235/80R16 radial trailer tires or equivalent to meet GVWR specifications with matching spare tire and wheel mounted on the trailer. The electrical system requires a heavy all-weather 7-way SAE/ATA approved connector with LED lighting throughout and DOT-approved reflective conspicuity tape. All proposed units must include a manufacturer's standard one-year warranty covering all defective parts and workmanship, with warranty service provided at no cost to the State. Bidders must provide specification compliance documentation, descriptive literature, operator's manuals, parts lists, warranty information, service or shop manuals, and qualified factory or dealer personnel to provide educational instruction covering operation, routine service, and maintenance for all assigned personnel at the headquarters location.
