This is a specification document issued by the State of Illinois Department of Transportation Bureau of Business Services for the procurement of triple-axle tag equipment trailers with air brakes. The specification establishes detailed requirements for trailers designed for multi-purpose hauling operations across multiple districts (D1, D2, D3, D4, D5, D6, D7, D8, D9, and DL). The trailers must have a minimum on-deck load capacity of 50,000 pounds and comply with all current Federal and State safety standards. Key specifications include a 25-foot fixed deck with a 5-foot self-cleaning beavertail, overall deck width of 102 inches, maximum deck height of 36 inches, and a triple-axle configuration with 12 wheels on the ground. The trailer must be equipped with full air anti-lock brakes meeting the 4S2M federal requirement, spring-assisted steel ramps, tie-down eyes rated to DOT guidelines, 5/8-inch Grade 80 safety chains, LED lighting and reflectors compliant with Illinois Motor Vehicle Laws, and a pintle eye hitch rated for 60,000 pounds gross trailer weight with multiple mounting positions. All units shall be delivered complete with manufacturer's standard equipment, all accessories mounted, and ready for immediate use upon delivery, with no deviations from specifications intended to obtain lower prices being acceptable.
The specification requires bidders to submit the completed specification form, descriptive literature, and manufacturer's certifications acknowledging compliance with all stated requirements. All defective parts and workmanship shall be covered under a manufacturer's standard warranty of a minimum one year from the date of acceptance, with warranty service provided at no cost to the State. The State reserves the right to request demonstrations of units prior to delivery, with costs for minor modifications borne by the successful bidder. Instruction on operation, routine service, and maintenance shall be provided by qualified factory or dealer personnel upon delivery or as scheduled, covering all personnel at the assigned headquarters location. Manuals, parts lists, and warranty information shall be provided at delivery, with the option to furnish these on flash drive rather than in paper format. The document indicates this is a rebid for equipment previously solicited, with district-specific configurations and optional equipment detailed separately for each requesting district's unit requirements.
