This is a specification document issued by the State of Illinois Department of Transportation Bureau of Business Services for the procurement of a tandem axle tag equipment trailer with air brakes. The specification outlines requirements for a single deck-over-the-wheels trailer with a minimum load capacity of 40,000 pounds, designed for multi-purpose hauling in Department of Transportation operations. The trailer must feature a 25-foot stationary fixed deck with a minimum 5-foot self-cleaning beavertail, an overall deck width of 102 inches, and a deck height not exceeding 36 inches. Key specifications include 1.5-inch minimum hardwood decking with recessed fasteners, full-width spring-assisted steel ramps with self-cleaning cleats, eight wheels on the ground (dual wheel tandem axles), full air anti-lock brakes meeting Federal 4S2M requirements, LED lighting compliant with Illinois Motor Vehicle Laws and Federal safety standards, and a pintle eye hitch rated for 60,000 pounds with the capacity to position multiple mounting locations. The trailer must be equipped with minimum 12,000-pound capacity landing stands, at least six D-rings per side for tie-downs, safety chains, and a Crossfire Dual Tire Pressure equalization system for the tubeless radial tires.
The specification requires bidders to submit detailed descriptive literature and acknowledge compliance with all stated requirements. Successful bidders must provide a manufacturer's standard one-year warranty covering all defective parts and workmanship at no cost to the State, and must include factory or dealer personnel instruction covering operation, routine service, and maintenance for all assigned personnel. The State reserves the right to request demonstrations of the unit prior to delivery, with any minor modification costs borne by the successful bidder. All proposed units must comply with current Federal, OSHA, and ANSI safety standards, and bidders are advised that deviations from specifications in pursuit of lower pricing will not be acceptable. Complete operators' manuals, parts lists, warranty information, and service manuals must be provided at delivery, with the option to furnish these materials on flash drive rather than in paper format.
