About this opportunity

The City of Tallahassee, Florida, is soliciting sealed bids (IFB 043-26-RM) for the Re-Bid Pump Station 182 Redundant Power Project, a construction initiative to establish a redundant underground electrical power supply from the City of Tallahassee Electric Department's distribution system to Pump Station 182 located in Leon County. The project scope includes supply and installation of two 4-inch HDPE DR11 electrical conduits via horizontal directional drilling from an existing termination cabinet on Engineering Way to Pump Station 182, installation of termination cabinets along the conduit route (supplied by the City), coordination with the Electric Utility for pad-mounted transformer and primary conductor installation, and supply and installation of a 2000-amp Main Breaker and Automatic Transfer Switch (ATS) with associated secondary conduit and cable work. The contractor must be prequalified by the City of Tallahassee in both the Roads and Streets category and the Underground Utilities and Excavation category and must demonstrate technical competency in electrical infrastructure, horizontal directional drilling, and utility coordination. Key deliverables include as-built record drawings prepared by a licensed Florida professional surveyor, ground resistance testing (maximum 10 ohms via fall of potential method), equipment commissioning, startup assistance, and one-year warranty coverage. A mandatory pre-bid meeting is scheduled for March 2, 2026, at 2:00 PM EST via Microsoft Teams with required attendance for all prime bidders; sealed bids must be submitted through the Bonfire platform by March 24, 2026, at 2:30 PM EST, with public virtual bid opening on the same date. No local vendor preference applies to this project due to its FEMA Hazard Mitigation Grant Program (HMGP) funding through the Florida Division of Emergency Management; however, small businesses, minority-owned businesses, women's business enterprises, veteran-owned businesses, and labor surplus area firms are encouraged to participate and shall be considered for contract and subcontract awards. Bidders are required to submit a bid bond equal to five percent of the base bid and a performance bond equal to 100 percent of the contract price, along with mandatory certifications including a Non-Collusion Affidavit, Human Trafficking Affidavit, Responsible Vendor Review Form, Conflict of Interest disclosure, Debarment Certification, and IFB Representations and Certifications. Commercial General Liability Insurance of $3,000,000, Business Automobile Liability Insurance of $1,000,000, and Workers' Compensation Insurance as required by Florida Statutes must be maintained. The project is subject to federal procurement standards under 2 C.F.R. Section 200, including Davis-Bacon Act prevailing wage requirements, Contract Work Hours and Safety Standards Act, Clean Air Act compliance, and FEMA debarment certification standards. The project documents do not identify an incumbent contractor or specific award value; however, the 13-line-item bid schedule addresses mobilization, erosion and sedimentation control, permitting fees, conduit and termination cabinet installation, transformer connection work, main breaker installation, ATS installation, wiring connections, and start-up and testing with measurement and payment structures varying by item type.
