About this file

This is a technical specifications document issued by the City of Tallahassee for the installation of conduits and electrical equipment for power delivery systems. The specifications detail comprehensive requirements for contractors performing underground electrical infrastructure work, including excavation, duct bank installation, manhole construction, transformer pad and pedestal installation, and street lighting installation. The scope of work encompasses directional boring, cased boring, earthwork and trenching, conduit installation, and related electrical equipment placement. The document establishes mandatory construction procedures, inspection protocols, and quality standards that contractors must follow, with inspections by City of Tallahassee representatives required before backfilling trenches and upon project completion. All work must comply with current National Electrical Safety Code standards, environmental regulations, and applicable permits.

The specifications establish detailed material requirements for steel conduit (ANSI C80.1-2020), PVC conduit (ANSI/NEMA TC2/TC3-2020, ANSI/UL standards), non-metallic continuous HDPE conduit, and Bore-Gard conduit for larger diameter bores. Precast concrete manholes must meet ASTM C478-02a standards with H-20 design loading, minimum 4000 PSI concrete strength, and specific dimensional and reinforcement requirements. The City of Tallahassee supplies certain materials including transformer pads, pedestals, termination cabinets, and street lighting components, which contractors must pick up from the City's Utility Supply Center with 48-hour notice. Contractors are responsible for all other materials, excavation, backfill, debris removal, site restoration, and compliance with erosion control requirements. Final grading, equipment leveling, and proper installation depth (minimum 42 inches from final grade) are contractor obligations, with non-compliant work subject to contractor-funded remediation.
