About this file
This document is an electrical specification appendix for the City of Tallahassee's Pump Station 182 Redundant Power Project, prepared in coordination with the City of Tallahassee Water Resources Engineering Division, Electric Department, and Meter Department. The project involves the installation of a redundant 2000-amp, 480-volt, three-phase electrical service to provide secondary power capability to Pump Station 182. The contractor's scope encompasses the supply and installation of underground conduits (via horizontal directional drilling from Engineering Way to the pump station site), a 2000-amp main breaker, a 2000-amp automatic transfer switch for service-to-service connections, current transformer and meter enclosures, secondary cable conductors, grounding infrastructure, and associated conduit and wiring connections. The work requires coordination with the City of Tallahassee Electric Department, which will supply and install the primary circuit conductors, padmounted transformer, and 15KV terminations. Contractors are required to visit the jobsite before bidding and submit complete electrical submittals for engineer review a minimum of ten days prior to bid; substitutions must also be received at least ten days before bid. Upon completion, contractors must provide three copies of record drawings and demonstrate all electrical and control systems to the owner's representative.
The specifications establish detailed technical requirements for all electrical components, including automatic transfer switches compliant with UL 1008, CSA C22.2 No. 178, and applicable NFPA standards, with specific standards for grounding electrode and equipment grounding conductors sized per NEC Tables 250-66 and 250-122. Ground rod installation must achieve resistance testing of 10 ohms or less using the fall of potential method. The contractor is responsible for providing temporary power and lighting for all trades, performing ground fault function testing on the main breaker, and furnishing all labor, materials, equipment, and accessories necessary for a complete and operable system. The contractor must obtain all required permits and inspections and guarantee materials and workmanship for one year following final acceptance. Commissioning and start-up assistance is included in the scope, with costs for record drawings, grounding installation, and field testing to be incorporated into the corresponding bid items. The contractor must demonstrate capability of all transfer switches through simulated power outage testing and provide training to the owner's operating personnel on system startup, testing, and operation procedures.
