About this file
This is a Special Provisions document for Invitation for Bid (IFB) 043-26-RM issued by the City of Tallahassee for the Pump Station 182 Redundant Power Project in Florida. The project involves construction of a redundant underground power supply from the City of Tallahassee Electric Department's distribution system to Pump Station 182. The Contractor's scope of work includes supplying and installing two 4-inch electrical conduits via horizontal directional drilling from an existing termination cabinet on Engineering Way to Pump Station 182, installing termination cabinets along the conduit route, coordinating with the Electric Utility for transformer and primary conductor installation, and supplying and installing a Main Breaker (2000 amps) and Automatic Transfer Switch with associated conduit and cable work. The project is subject to multiple permits already secured by the City, including a City Underground Utilities General Utility Permit (TEM 220057), Permit to Work in the Right Of Way (ROW2022-155), and FDOT Utility Permit (2023-H-392-00029), all of which bidders must examine, understand, and comply with during execution.
Construction operations are restricted to 7:30 a.m. to 7:00 p.m. Monday through Friday and 8:00 a.m. to 6:00 p.m. on Saturday, with no work permitted on Sundays or Saturdays if operations would disrupt water, sewer, gas, or electric services. The Contractor is solely responsible for identifying and pre-approving offsite staging areas through the City's Growth Management Department and for all associated leasing, restoration, and traffic control costs. Bidders must document existing deficiencies at staging areas with photographs prior to construction; failure to do so may require the Contractor to correct deficiencies at no additional cost to the City. The City reserves the right to modify work and lane closure hours at any time without additional compensation to the Contractor, though time extensions may be granted for delays caused by the City's decisions.
