About this file
This is a specifications document from the City of Tallahassee Electric Department detailing requirements for single phase poletype, single phase padmounted, and three phase padmounted distribution transformers. The document establishes comprehensive technical standards, performance criteria, and quality assurance measures for transformer procurement. Bidders are required to submit engineering data including manufacturer name, conformance statements to specifications, dimensional data, and performance metrics for no-load losses, load losses, and total losses measured at 85 degrees Celsius. Transformers must comply with the Amended 2016 DOE Transformer Efficiency Standards, EPA 40 CFR Part 761 liquid dielectric requirements, and ANSI/IEEE testing standards. All transformers must be manufactured in North America and produced by ISO9001:2008 certified manufacturers. Upon bid award, manufacturers must submit approval drawings within two weeks for City approval before production, and certified test reports must be provided at delivery demonstrating actual loss data for each unit.
Pricing evaluation is conducted using Total Transformer Owning Cost (TTOC) methodology, which combines the bid price with calculated costs for losses: for poletype and single phase padmounted units, the formula is bid price plus $5.36 per watt of no load losses plus $1.48 per watt of load losses; for three phase padmounted units, the formula is bid price plus $5.36 per watt of no load losses plus $2.35 per watt of load losses. Quality control specifications establish tolerances of ten percent for no-load losses and six percent for total losses on individual units, with penalty charges applied for non-conforming transformers calculated based on the difference between actual and quoted losses. Manufacturers must provide an eighteen-month warranty for materials and workmanship after delivery or one year after service activation, whichever occurs first. The specifications detail precise requirements for tank construction, bushing configurations, dielectric oil specifications, impedance ranges, weight preferences, fusing arrangements, finish coatings, labeling, and accessory equipment tailored to each transformer category.
