The scope encompasses demolition of existing buildings, foundations, brickwork, concrete, and planters; site regrading with 392.5 cubic yards of cut and 384.8 cubic yards of fill; construction of a new retaining wall; and asphalt and aggregate-base paving to create additional parking and event space. The site is divided into upper and lower sections with a 3–4 foot elevation difference to be maintained post-construction. All work must comply with California Prevailing Wage regulations (Labor Code 1720, 2024-2 rates). The project is subject to a Project Labor Agreement with union/non-union requirements, 40% local hire goal, 10% transitional/veteran worker hire goal, apprenticeship requirements, mandatory jobs coordinator, and weekly certified-payroll uploads to LCPtracker. Asbestos is present in roof and floor mastics, roofing materials, exterior stucco, and window putty, requiring two separate SCAQMD permits. Contractors and all subcontractors must be registered with the Department of Industrial Relations. California A and/or B Contractor License is required; bid security is 10% of bid amount with 30% self-performance security. Addendum 2 (February 18, 2025) modified grading quantities and provided nine RFI responses.

The engineer's estimate is $1.25 million for a 55-calendar-day project. Mobilization is required no later than April 1, 2025. Five responsive bids were received; Miller Environmental, Inc. was the lowest responsive bidder at $1,172,231 (including Procedure 5 asbestos abatement additive). Environmental Construction Group, Inc. withdrew its bid. Miller Environmental holds MBE and SBE designations and meets the 30% self-performance threshold. Council award is estimated for March 2025. Questions were due February 14, 2025; RFI responses were posted February 18. Bids were submitted electronically through Long Beach Buys (R-7265).
